See WSB Plan Review Letter dated April 6, 2016 for AUAR mitigation plan <br />review. <br /> <br />Archeological Study <br /> <br />The AUAR identified 3 areas of high potential archeological resources with the <br />development area. A Phase I Archaeological Survey Report was completed on July 20, <br />2015 by Anderson Engineering of Minnesota, LLC. These 3 areas were thoroughly <br />investigated and it was determined that no additional archaeological investigations were <br />necessary. <br /> <br />Noise Study <br /> <br />A noise study was completed on March 28, 2016 by David Braslau and Associates, Inc. <br />Projected traffic noise levels from I-35E and CSAH 54 were compared with MPCA <br />daytime and nighttime noise standards. <br /> <br />Landscaped berms will be constructed along both I-35E and CSAH 54. The berms along <br />I-35E are approximately 150 feet in width and 25 feet high. A mix of deciduous, <br />coniferous and shrubs will be planted near the crown. <br /> <br />Detailed landscape berm plans and sections are required along CSAH 54. <br /> <br />The Summary of Findings concludes: <br /> <br />Homes along Interstate 35E <br />Predicted daytime sound levels at residential lots along Interstate 35E are generally <br />within the 65 dBA standard or within modeling error. However, “nighttime” levels <br />between 6 and 7 am exceed the standards but exceptions to the state rules permit the <br />higher NAC-2 standards to be applied and the nighttime standards can be met. <br /> <br />Homes along CSAH 54 <br />Predicted daytime sound levels at residential lots along CSAH 54 are just below the <br />daytime L10 standards. The “nighttime” levels between 6 and 7 am exceed the standards <br />but as with homes along Interstate 35E exceptions to the state rules permit the higher <br />NAC-2 standards to be applied and the nighttime standards can be met. <br /> <br />Minnesota Rule 7030.0050 Subp. 3. Exceptions. <br /> <br />The noise area classification for a land use may be changed in the following ways if the <br />applicable conditions are met: <br /> <br />B.
