25 <br />amendment to modify the map for the northwestern 10 acres from Stage 3 (post <br />2030 service area) to the Stage 1B service area. <br /> <br />When considering changes to the land use and utility staging area maps, the <br />Comprehensive Plan directs the City to consider the following criteria: <br /> <br />a. The proposed development must be located within both the current and the next <br />ten year staging area, or five-year phase, or located adjacent to the current staging <br />area. <br /> <br />The bulk of the 372.24 acre development is classified as Mixed Use and is in either the <br />Stage 1A or 1B planned service area. The requested amendment is simply to incorporate <br />the northeastern 10 acres in to the project by reclassifying it as Mixed Use in the Stage <br />1B service area like the other adjacent land in the Watermark project. Adding this site to <br />the project is consistent with the purpose of the Mixed Use classification, which is <br />intended “to accommodate a mix of residential, retail, and office uses either within one <br />building, structure or development. Residential development may include higher density <br />housing options.” <br /> <br />b. The proposed development must be master planned. Small, piecemeal <br />developments do not justify redefining the ten-year staging area, or five-year <br />phase. <br /> <br />This reclassification will allow this 10-acre parcel to be master planned with the other <br />372 acres of the Watermark project. <br /> <br />c. The proposed, master planned project must provide discernable public values. <br /> <br />The Watermark project is a master planned, mixed residential project that will help meet <br />the City’s lifecycle housing goals by providing housing choices for residents in Lino <br />Lakes with 706 single family homes and 165 townhomes. The project meets several other <br />discernable public values in addition to the lifecycle housing goals, by meeting the stated <br />goals of land use policy #5 in the Comprehensive Plan which notes that public values <br />include: <br /> <br />i. Preserving open space, providing park dedication and trails, and/or providing <br />stormwater management areas, in excess of minimum standards to implement the <br />Resource Management System Plan, as amended, and Rice Creek Watershed <br />District’s Lino Lakes Resource Management Plan, as amended <br />ii. Using “Green” building and low impact development techniques <br />iii. Restoring/enhancing ecological systems <br />iv. Ensuring long term natural resource stewardship funding <br />v. Managing stormwater using natural filtration and other ecologically based <br />approaches <br />vi. Providing life-cycle and affordable housing <br />vii. Diversifying the tax base to lessen the tax burden on residential properties
