Larsen, AICP <br />City Planner <br />City of Lino Lakes <br />600 Town Center Pkwy <br />Lino Lakes, MN 55014 <br /> <br />RE: Review – Watermark Development Plan Traffic Impact Analysis (March, <br /> <br />Dear Katie, <br /> <br />We have reviewed the traffic impact analysis technical memorandum (dated March 25, 2016) <br />for the Watermark development prepared by Spack Consulting for the housing units located <br />along CSAH 54 (20th Avenue North), north of CSAH 14 (Main Street). This is a review of the <br />updated traffic study from the original Traffic Impact Study from February, 2015, also <br />prepared by Spack Consulting. As described in the memorandum, the updated development <br />will consist of 876 total housing units, maintaining the same access points, but balancing <br />traffic of the internal roads through adjusting the layout of the internal roadway network. <br />Provided below are our comments: <br /> <br />Traffic Counts/Trip Distribution: <br />Based on the traffic count numbers of the 2015 Traffic Impact Study, It appears that the traffic <br />count numbers, the trip distribution pattern appears to have transposed the east and west <br />percentage assumptions. To/from the west on Main Street is assumed to have 65% of the <br />trip distribution including the I‐35E interchange, while to/from east on Main Street is would <br />have 20% trip distribution. The I‐35E interchange traffic should be bundled with the east <br />distribution, not the west, therefore it appears the to/from east on Main Street would be <br />65% trip distribution, with 20% to/from the west on Main Street. If this is not the case, please <br />let us know and we can revisit our review. <br /> <br />Access Road Spacing: <br />Access to the development is proposed to be provided via three local roads to CSAH 54 (20th <br />Avenue North). These are located at 1) Rehbein Street, at 2) 73rd Street, and 3) at a point <br />halfway between Rehbein Street and 73rd Street. A fourth (4th) Access will connect to 21st <br />Avenue N, which intersects CSAH 14 (Main Street). <br /> <br />The distance between the proposed access points on CSAH 54 (20th Avenue N.), at 2,100 to <br />2,300 feet, is less than Anoka County’s access spacing guidelines, which calls for ½ mile or <br />2,640 feet for Minor Arterial roadways. Per the Anoka County Highway Department’s (ACHD) <br />Development Review Process (August, 2014) Section IV. Plat/Site Plan Review, for <br />developments with more than 31 lots, the following should be followed (utilizing engineering <br />judgment):
