March 30, 2016 <br /> <br />Page | 2 <br /> <br /> <br />Local roadway intersections on the county highway system are to be spaced utilizing <br />engineering judgment, in accordance with the current ACHD Access Spacing <br />Guidelines (based upon the speed limit and/or functional classification of the affected <br />roadway) and shall meet minimum intersection sight distance requirements to the <br />fullest extent possible as outlined in the Plat/Site Plan Review Procedures; <br /> <br />‐ In accordance with the above, the sight‐distance from these intersections should be measured <br />to determine if it is satisfactory. <br /> <br />Access Road Intersection Lane Configuration: <br />Geometry at the new intersections accessing the development should be consistent with the following as <br />stated in the ACHD ) Development Review Process (August, 2014) Section IV. Plat/Site Plan Review: <br /> <br />As a part of the ACHD permit process, left and right turn lane construction on the <br />affected county highway shall be required at each new local street tie‐in. Additional <br />requirements may pertain if the applicable intersection sight distance requirements <br />cannot be achieved at an approved local street tie‐in and/or as the intensity of the <br />development warrants. <br /> <br />Cost for the design and construction of the turn lane(s) shall be borne by the <br />developer/City/Township. Design details for the turn lane construction shall meet <br />State Aid and/or ACHD standards (see the ENGINEERING PLAN REVIEW PROCESS); <br /> <br />‐ In accordance with the above, left and right turn lanes should be constructed on CSAH 54 (20th <br />Avenue N) at each new local street tie‐in, which would include: <br />1) Rehbein Street <br />2) 73rd Street, and <br />3) halfway between Rehbein Street and 73rd Street. <br /> <br />Development Impacts: <br />With respect to all residential development, the ACHD Development Review Process (August, 2014), <br />identifies the intent and stipulations with regard to the determination of traffic impacts and <br />corresponding transportation improvements: <br /> <br />The first priority is to avoid introducing any new access points onto the county <br />highway system. If this is not feasible, RI/RO access (with the applicable turn lane <br />construction on the county highway system) is to be achieved. If this is not feasible, <br />full‐access intersection tie‐ins may be constructed in accordance with the Matrix <br />outlined above. <br /> <br />The intensity of the development and/or other inherent safety issues may also require <br />the completion of a detailed Traffic Study, construction of raised median <br />channelization or possible full reconstruction of a portion of the affected county <br />highway(s) by the developer/City/Township in conjunction with the proposed <br />development. <br />
