March 30, 2016 <br /> <br />Page | 3 <br /> <br />If traffic signals at intersections on the county highway system become warranted on <br />the basis of projected traffic and ACHD approves and/or requires their construction, <br />the developer/City/Township shall be responsible for all costs associated with the <br />traffic signal design, construction and maintenance. <br /> <br />ACHD reserves the right to exercise engineering judgment in the review of all <br />development proposals and vary from the Matrix outlined above as applicable. <br /> <br /> <br />Conclusion: <br />The traffic operations analysis did show that traffic operations are acceptable with mobility on <br />CSAH 54 being maintained. However, given the size of the development, there are measures that <br />will need to be addressed or implemented as stipulated in ACHD’s Development Review Process <br />document (provided as an attachment to this comment letter). <br /> <br />Items to be addressed include: <br />‐ The sight distance from each of the new intersections into the site from CSAH 54 (20th <br />Avenue N.) should be measured to determine if it is acceptable. <br />‐ Turn lanes will need to be constructed on CSAH 54 at each of the local street tie‐in locations. <br /> <br />Thank you again for allowing us the opportunity to review this analysis and report. We hope to <br />continue coordinating our efforts with the City of Lino Lakes to improve transportation as your <br />city continues to develop.
