CITY COUNCIL WORK SESSION May 23, 2016 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : May 23, 2016 4 <br />TIME STARTED : 6:10 p.m. 5 <br />TIME ENDED : 6:25 p.m. 6 <br />MEMBERS PRESENT : Councilmember Rafferty, Kusterman, 7 <br /> Maher, Manthey and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Public Safety Director John 11 <br />Swenson; City Engineer Diane Hankee; Community Development Director Michael 12 <br />Grochala; City Clerk Julie Bartell 13 <br /> 14 <br />Review Regular Agenda of May 23, 2016 15 <br />3A) Consider Approval of 2016-2017 Labor Agreement with AFSCME, Local No. 16 <br />2454 – Administrator Karlson reviewed the tentative two-year agreement with the 17 <br />employee union reached after a mediation session. The agreement mirrors other 18 <br />employee contracts relative to wages, health care, etc. He is recommending approval. 19 <br />3B) Consider First Reading of Ordinance No. 01-16, Amending Chapter 505 of the 20 <br />Lino Lakes Code of Ordinances 21 <br />3C) Consider First Reading of Ordinance No. 02-16, Amending Chapter 1002 of the 22 <br />Lino Lakes Code of Ordinances 23 <br />Administrator Karlson reviewed Items 3B and 3C, both relating to changes to the city 24 <br />code that are basically housekeeping. One provides for an amendment that indicates that 25 <br />burning permits will be issued by the Public Safety Department. The second ordinance 26 <br />amends the code to state that the fire department for the city is now the Lino Lakes Fire 27 <br />Department and also that they will administer the state fire code. 28 <br />Council Member Rafferty asked if the Lino Lakes Fire Department will be providing 29 <br />more building inspection services. Public Safety Director Swenson explained that there 30 <br />are goals in place for the inspection program and they are on the way to meeting those, 31 <br />including annual inspections for businesses in the city. 32 <br />3D) Consider First Reading of Ordinance No. 03-16, Amending Title 600, Chapters 33 <br />601, 611, 612 and 615 of the Lino Lakes Code of Ordinances Relating to Business 34 <br />and Activity Licenses – City Clerk Bartell explained that some language within the city 35 <br />code has been identified for change to meet current requirements of the Minnesota 36 <br />Bureau of Criminal Apprehension and their assistance to the Lino Lakes Police Division 37 <br />in gaining information for background checks. The ordinance responds to the need to 38 <br />make these changes. 39 <br />6A) Consider Resolution No. 16-38, Approving Amendments to the Designated 40 <br />Municipal State Aid Street System – City Engineer Hankee reviewed the staff report 41
