He recommends approval. 62 <br /> 63 <br />Council Member Maher moved to approve the 2016-2017 Labor Agreement as presented. Council 64 <br />Member Rafferty, seconded the motion. Motion adopted on a voice vote. 65 <br /> 66 <br />3B) Consider First Reading of Ordinance No. 01-16, Amending Chapter 505 of the Lino 67 <br />Lakes Code of Ordinances - Administrator Karlson asked that the council consider first reading of 68 <br />an ordinance amending the code to indicate that the Lino Lakes Public Safety Department will be 69 <br />issuing burning permits for the city. 70 <br /> 71 <br />Council Member Rafferty moved to approve the first reading of Ordinance No. 01-16, as presented. 72 <br />Council Member Maher seconded the motion. Motion carried on a voice vote. 73 <br /> 74 <br />3C) Consider First Reading of Ordinance No. 02-16, Amending Chapter 1002 of the Lino 75 <br />Lakes Code of Ordinances – Administrator Karlson explained that this change would amend the 76 <br />City Fire Code to indicate that the city’s fire service is the Lino Lakes Public Safety Department and 77 <br />authorizing them to carry out the state fire code. 78 <br /> 79 <br />Council Member Rafferty moved to approve the first reading of Ordinance No. 02-16, as presented. 80 <br />Council Member Maher seconded the motion. Motion carried on a voice vote. 81 <br /> 82 <br />3D) Consider First Reading of Ordinance No. 03-16, Amending Title 600, Chapters 601, 611, 83 <br />612, and 615 of the Lino Lakes Code of Ordinances Relating to Business and Activity Licences 84 <br />– City Clerk Bartell explained that Minnesota Statutes authorize the city’s Public Safety Department 85 <br />to conduct background checks for city licensing purposes. The Minnesota Bureau of Criminal 86 <br />Apprehension allows access to their data base for this purpose but they expect that the city has proper 87 <br />language in the code to allow that access. Staff has found that several changes to the city code are 88 <br />needed in order to allow for continued access to the state data base. The changes are outlined in the 89 <br />staff report before the council and are basically nonsubstantive in nature. 90
