COUNCIL MINUTES May 23, 2016 <br />DRAFT <br />3 <br /> 91 <br />Council Member Manthey moved to approve the first reading of Ordinance No. 03-16, as presented. 92 <br />Council Member Kusterman seconded the motion. Motion carried on a voice vote. 93 <br /> 94 <br />PUBLIC SAFETY DEPARTMENT REPORT 95 <br /> 96 <br />There was no report from the Public Safety Department. 97 <br /> 98 <br />PUBLIC SERVICES DEPARTMENT REPORT 99 <br /> 100 <br />There was no report from the Public Services Department. 101 <br /> 102 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 103 <br /> 104 <br />6B) Consider Resolution No. 16-38, Approving Amendments to the Designated Municipal 105 <br />State Aid Street System- City Engineer Hankee explained that the proposed amendments would 106 <br />maximize the city’s use of these state funds. 107 <br /> 108 <br />Council Member Kusterman moved to approve Resolution No. 16-38 as presented. Council Member 109 <br />Manthey seconded the motion. Motion carried on a voice vote. 110 <br /> 111 <br />6B) 2016 Mill and Overlay Project: i) Resolution No. 16-39, Accepting Bids and Awarding 112 <br />Contract; ii) Resolution No. 16-40, Approving Construction Services Agreement with WSB & 113 <br />Associates - City Engineer Hankee explained that the resolutions would authorize staff to accept the 114 <br />bids and move forward with a construction contract for this year’s project. The project includes 115 <br />Holly Drive (reclamation), Holly Court (overlay) and Old Birch Street (overlay). She noted the low 116 <br />bidder for the project, Park Construction. 117 <br /> 118 <br />Council Member Rafferty asked Ms. Hankee to review the project schedule. 119 <br /> 120 <br />Mayor Reinert noted that the city did have an issue with a street project last year and the city has 121 <br />responded by tightening the system to ensure there will not be problems again. 122 <br /> 123 <br />Council Member Kusterman noted that the council has heard that the company is bonded and there is 124 <br />full assurance they will do the job well. 125 <br /> 126 <br />Council Member Kusterman moved to approve Resolution No. 16-39 as presented. Council Member 127 <br />Manthey seconded the motion. Motion adopted upon a voice vote. 128 <br /> 129 <br />Council Member Kusterman moved to approve Resolution No. 16-40 as amended. Council Member 130 <br />Manthey seconded the motion. Motion carried on a voice vote.
