The current Land Use Application is for consideration of the following: <br />• PUD Final Plan/Final Plat <br />The following staff report is based on the application received on August 10 2016. <br />ANALYSIS <br />Revisions to PUD Development Stage Plan/ Preliminary Plat <br />Resolution 16-76 approved the PUD Development Stage Plan/Preliminary Plat with conditions <br />required prior to approval of the PUD Final Plan/Final Plat. The conditions have been satisfied <br />unless otherwise noted in this report. <br />PUD Final Plan/Final Plat <br />Conformity with the Comprehensive Plan and Zoning Code <br />The PUD Final Plan/ Final Plat has been reviewed for compliance with the comprehensive plan, <br />zoning and subdivision ordinance. The proposed development meets the performance standards <br />of the subdivision and zoning ordinance. <br />Final Plat <br />The final plat creates one lot and two outlots for future development. The final plat continues to <br />show an exception piece in the 21 st Avenue right-of-way. The exception must be resolved prior <br />to release of the final plat. The parcel should be incorporated into the plat or alternatively <br />included within a street, drainage and utility easement dedicated to the public. <br />The final plat must be revised to show "21 st Avenue South" rather than "21" Avenue North". <br />Easements <br />Standard drainage and utility easements at least 10 feet wide are provided along all lot lines. <br />Drainage and utility easements shall also be dedicated for wetlands and 10 feet above the high <br />water level over stormwater drainage ponds. Drainage and utility easements are also shown as <br />being dedicated over JD 3. <br />As part of the AUAR, a greenway corridor is planned through this property. A conservation <br />easement is shown on Outlot A. The conservation easement shown on Lot 1 ranges from 20 feet <br />to 150 feet in width. <br />Transportation <br />The plans show an extension of 21 st Avenue south to Cedar Street. The applicant is proposing <br />that 2l st Avenue be extended to serve the site, but that the connection to Cedar Street not be <br />made until Cedar is improved at a future date. The plans show dedication of 40 feet of right-of- <br />way (ROW) for 21 st Avenue and 40 feet of right-of-way for Cedar Street as required. <br />2 <br />
