3. All comments in the Environmental Coordinator letter dated August 31, 2016 shall be <br />addressed. <br />4. All comments in the MnDOT letter dated September 1, 2016 shall be addressed. <br />5. A Development Contract shall be executed by the City and the developer and recorded by <br />the developer. <br />6. A Maintenance Agreement for Stormwater Management Facilities shall be executed by <br />the developer. <br />7. The roadway design plans are being reviewed by the City of Centerville and a Joint <br />Powers Agreement between the City of Lino Lakes and City of Centerville must be <br />completed. <br />8. A Roadway, Drainage and Utility Easement shall be dedicated for the portion of 21" <br />Avenue from 40' which is on the border of the Cities of Lino Lakes and Centerville. <br />Easement shall also cover extension of JD3 culvert in Centerville. <br />9. Temporary easements, a minimum of 10' in width, shall be provided adjacent to the <br />dedicated right-of-way for the east and west sides of the cul de sac. Easement shall <br />remain in place until 21 st Avenue is extended and cul de sac removed. <br />10. An access easement agreement to allow the shared access between Lot 1 and Outlot B <br />has been provided and must be approved by the City Attorney and recorded. <br />11. A conservation easement shall be conveyed to the City. <br />12. the drainage and utility easement shown adjacent to Clearwater Creek on Outlot A. The <br />existing easement shown on the preliminary plat must be revised prior to recording. <br />13. The lighting plan shows freestanding fixtures on 20 foot poles. The lighting plan <br />complies with ordinance standards and must also comply with the following performance <br />standards: <br />a. The use of outdoor lighting for parking lots serving commercial and industrial <br />businesses shall be turned off one (1) hour after closing, except for approved <br />security lighting. <br />b. All illuminated on -premise signs for advertising purposes shall be turned off <br />between 12:00 AM and sunrise except that said signs may be illuminated while <br />the business facility on the premise is open for service. <br />5 <br />
