1 <br /> <br />WS – Item #2 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br /> <br /> <br />Date: October 3, 2016 <br /> <br />To: City Council <br /> <br />From: Katie Larsen, City Planner <br /> <br />Re: St. Clair Estates Final Plat <br /> <br />Background <br /> <br />On August 22, 2016, Council approved the preliminary plat and variance for St. Clair <br />Estates by Resolution No. 16-78. The preliminary plat is a 35 lot single family <br />residential subdivision located on a 30 acre parcel north of Birch Street and east of Hokah <br />Drive. <br /> <br />On September 26, 2016, Council approved a Development Agreement-Grading Only by <br />Resolution No. 16-108. <br /> <br />The developer, Jamie Jensen of St. Clair Land Company, has submitted revised plans and <br />final plat. <br /> <br />Preliminary Comments: <br /> <br />1. As a condition of the preliminary plat, the south cul de sac was “flipped” to the <br />east to allow for potential future connection to Birch Street as part of an Anoka <br />County highway safety improvement project. The redesign of the cul de sac <br />eliminated 1 lot on the east side of Enid Trail but created 2 lots on the west side <br />for a net gain of 1 lot. The preliminary plat was approved with 35 lots and the <br />final plat is proposing 36 lots. <br />2. Staff reviewed potential traffic impacts of the additional lot. Estimated full build <br />average daily trips (ADT) on either Hokah Drive (455) or Sioux Lane (670) even <br />with the additional 1 lot are still under the 1,000 ADT threshold. <br />3. Homeowner Association <br />a. The infiltration basin shall be platted as an outlot and deeded to the HOA. <br />b. All 36 lots shall be part of the HOA. <br />c. A Declaration of Covenants, Conditions and Restrictions shall be drafted <br />by the developer that includes a detailed Landscape Planting Plan and <br />Landscape & Stormwater Facilities Maintenance Plan. <br />d. The HOA By-Laws shall be revised accordingly. <br />4. Anoka County Highway Department <br />a. They have reviewed and approved the final plat.
