Motion carried on a voice vote. 48 <br /> 49 <br />ADMINISTRATION DEPARTMENT REPORT 50 <br /> 51 <br />Administrator Karlson noted the request for first reading of an ordinance that would amend the city 52 <br />code relative to city advisory boards. The council indicated interest in increasing the quarterly 53 <br />stipend for advisory board members and the ordinance provides for an increase of $25 per meeting. 54 <br />Council Member Rafferty recognized the important work of the city’s advisory boards. 55 <br /> 56 <br />Council Member Rafferty moved to approve the first reading of Ordinance No. 11-16, as presented. 57 <br />Council Member Maher seconded the motion. Motion carried on a voice vote. 58 <br /> 59 <br />PUBLIC SAFETY DEPARTMENT REPORT 60 <br /> 61 <br />There was no report from the Public Safety Department. 62 <br /> 63 <br />PUBLIC SERVICES DEPARTMENT REPORT 64 <br /> 65 <br />There was no report from the Public Services Department. 66 <br /> 67 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 68 <br /> 69 <br />6A) Lino Lakes Elementary School Renovation, Resolution No. 16-136 - City Planner reviewed 70 <br />the location of the project and proposal for renovations. Staff has fully reviewed the proposal and 71 <br />did request certain revisions that have been accommodated. This action requests an amendment to 72 <br />the conditional use permit for the property. She noted that the regulations impacting the proposed 73 <br />project and requiring this consideration were passed since the current development was built. She 74 <br />showed the proposed façade that will be modernized, reviewed additional agreements that will be 75 <br />forthcoming, and the Planning and Zoning Board recommendation for approval. She requested that 76 <br />the council add to the resolution language regarding extending the crosswalk in the parking lot to 77 <br />connect to Main Street. 78 <br /> 79 <br />Council Member Kusterman moved to approve Resolution 16-136 with addition of language recommended 80 <br />by staff. Council Member Manthey seconded the motion. Motion carried on a voice vote. 81 <br /> 82 <br />6B) Resolution No. 16-152, Approving a Variance for 1558 Meadowview Court for a Porch 83 <br />Addition – City Planner Larsen reviewed the location of the property and the contractor’s work on it. 84 <br />The porch is constructed but ended up with an encroachment issue on the rear yard setback. The 85 <br />option other than to grant a variance would be to require removal of the porch. Both staff and the 86 <br />Planning and Zoning Board recommend approval of the variance. 87 <br /> 88 <br />The mayor noted that typically the city council does not grant variances but he sees that this involves 89 <br />a specific situation.
