COUNCIL MINUTES November 28, 2016 <br />DRAFT <br />3 <br />Council Member Manthey moved to approve Resolution No. 16-144 as presented. Council Member 89 <br />Kusterman seconded the motion. Motion carried on a voice vote. 90 <br />4B) Consider Acceptance Monetary Donation to LLPSD Canine Unit – Public Safety Director 91 <br />Swenson reported that staff requests authorization to accept this donation to support the city’s canine 92 <br />unit. The council concurred in thanking the donor for the generous donation. 93 <br />Council Member Maher moved to accept the donation as recommended. Council Member Rafferty 94 <br />seconded the motion. Motion carried on a voice vote. 95 <br />4C) Consider Promotion to District Fire Chief– Public Safety Director Swenson reviewed his 96 <br />recommendation to promote Jeff Frid to the vacant District Fire Chief Position, effective December 1. 97 <br />Council Member Kusterman moved to approve the appointment as recommended. Council Member 98 <br />Manthey seconded the motion. Motion carried on a voice vote. 99 <br />4D) Consider Promotion to Deputy Director – Police Division– Public Safety Director Swenson 100 <br />explained that he is seeking council approval to promote Kyle Leibel to the position of Deputy 101 <br />Director of the Police Division, a position that is currently vacant. Mayor Reinert commended the 102 <br />work of Sergeant Leibel, a longtime member of the Police Department. 103 <br />Council Member Manthey moved to approve the promotion as recommended. Council Member 104 <br />Kusterman seconded the motion. Motion carried on a voice vote. 105 <br />4E) Consider Donation of Seized Property to Bikes for Kids– Public Safety Director Swenson 106 <br />reviewed the written staff report outlining the recommendation to donate forfeited bicycles to a good 107 <br />cause and as allowed within the city code. Council Member Manthey noted that the city has done a 108 <br />similar donation in the past; it is a good organization. 109 <br />Council Member Maher moved to approve the donation as recommended.
