COUNCIL MINUTES December 12, 2016 <br />' ' . e l al 1 <br />126 u) Consider Resolution No. 16-163, Adopting the Final 2017 General Fund Operating Budget <br />127 Finance Director Cotton explained that the city is also required to adopt an operating budget for the <br />128 coming year. Staff is recommending adoption of the resolution outlining the city's General Fund <br />129 operating budget for the coming year. <br />130 Council Member Maher moved to approve Resolution No. 16-163 as presented. Council Member <br />131 Manthey seconded the motion. Motion carried on a voice vote. <br />132 <br />133 iii) Consider Resolution No. 16-164, Adopting the 2017 Water and Sewer Operating Budgets- <br />134 Finance Director Cotton explained that it has been past practice of the city to adopt these budgets by <br />135 formal resolution. <br />136 Couccil Member Maher moved to approve Resolution No. 16-164 as presented. Council Member <br />137 Manthey seconded the motion. Motion carried on a voice vote. <br />138 <br />139 iv) Consider Resolution No. 16-165, Adopting the 2017 Recreation Fund Budget- Finance <br />140 Director Cotton noted the council's review of this budget and staff s recommendation to approve. <br />141 Council Member Kusterman moved to approve Resolution No. 16-165 as presented. Council Member <br />142 Maher seconded the motion. Motion carried ona voice vote. <br />143 <br />144 C) Consider Resolution No, 16-166, Canceling the 2016/2017 Debt Service Tax Levy for <br />145 Taxable G.O. Improvement Refunding Bonds, Series 2016B - Finance Director Cotton explained <br />146 that the city issued bonds previously that were recently refunded (for the Legacy at Woods Edge <br />147 project). Staff has looked at those bonds and fund availability and recommends that the debt service <br />148 levy can be cancelled. <br />149 Council Member Maher moved to approve Resolution No. 16-166 as presented. Council Member <br />15o Rafferty seconded the motion. Motion carried on a voice vote. <br />151 D) Consider Resolution No. 16467, Amending the 2016 General Operating Budget -Finance <br />152 Director Cotton explained that the resolution amends the 2016 operating budget after staff has analyzed <br />153 that budget and proposes necessary amendments. Based on today's information, the city is looking at <br />154 pretty much a break-even scenario. <br />155 Council Member Kusterman moved to approve Resolution No. 16-167 as presnted. Council Member <br />156 Manthey seconded the motion. Motion carried on a voice vote. <br />157 <br />158 E) Consider Resolution No. 16468, Committing Specific Revenue Sources in Special Revenue <br />159 Funds - Finance Director Cotton explained that the resolution provides for the required commitment of <br />160 certain revenue resources as required. <br />161 Council Member Rafferty moved to approve Resolution No. 16-168 as presented Council Member <br />162 Maher seconded the motion.
