COUNCIL MINUTES December 12, 2016 ' ' . e l al 1 126 u) Consider Resolution No. 16-163, Adopting the Final 2017 General Fund Operating Budget 127 Finance Director Cotton explained that the city is also required to adopt an operating budget for the 128 coming year. Staff is recommending adoption of the resolution outlining the city's General Fund 129 operating budget for the coming year. 130 Council Member Maher moved to approve Resolution No. 16-163 as presented. Council Member 131 Manthey seconded the motion. Motion carried on a voice vote. 132 133 iii) Consider Resolution No. 16-164, Adopting the 2017 Water and Sewer Operating Budgets- 134 Finance Director Cotton explained that it has been past practice of the city to adopt these budgets by 135 formal resolution. 136 Couccil Member Maher moved to approve Resolution No. 16-164 as presented. Council Member 137 Manthey seconded the motion. Motion carried on a voice vote. 138 139 iv) Consider Resolution No. 16-165, Adopting the 2017 Recreation Fund Budget- Finance 140 Director Cotton noted the council's review of this budget and staff s recommendation to approve. 141 Council Member Kusterman moved to approve Resolution No. 16-165 as presented. Council Member 142 Maher seconded the motion. Motion carried ona voice vote. 143 144 C) Consider Resolution No, 16-166, Canceling the 2016/2017 Debt Service Tax Levy for 145 Taxable G.O. Improvement Refunding Bonds, Series 2016B - Finance Director Cotton explained 146 that the city issued bonds previously that were recently refunded (for the Legacy at Woods Edge 147 project). Staff has looked at those bonds and fund availability and recommends that the debt service 148 levy can be cancelled. 149 Council Member Maher moved to approve Resolution No. 16-166 as presented. Council Member 15o Rafferty seconded the motion. Motion carried on a voice vote. 151 D) Consider Resolution No. 16467, Amending the 2016 General Operating Budget -Finance 152 Director Cotton explained that the resolution amends the 2016 operating budget after staff has analyzed 153 that budget and proposes necessary amendments. Based on today's information, the city is looking at 154 pretty much a break-even scenario. 155 Council Member Kusterman moved to approve Resolution No. 16-167 as presnted. Council Member 156 Manthey seconded the motion. Motion carried on a voice vote. 157 158 E) Consider Resolution No. 16468, Committing Specific Revenue Sources in Special Revenue 159 Funds - Finance Director Cotton explained that the resolution provides for the required commitment of 160 certain revenue resources as required. 161 Council Member Rafferty moved to approve Resolution No. 16-168 as presented Council Member 162 Maher seconded the motion.
