Staff is now presenting a policy as developed and requested <br />167 by council. <br />168 <br />169 Mayor Reinert asked why the schedule is included in the policy; he is concerned that it becomes more <br />170 permanent rather than if it were just incorporated within the yearly budget. He requests that it be <br />171 removed from the policy and included in the budget. Ms. Cotton concurred that staff would make <br />172 that change although it was intended that the schedule would be considered each year. <br />173 <br />174 Council Member Rafferty noted his concern about verbage identifying certain standards as a <br />175 guideline. He also likes the idea of having a policy separate from the actual replacement schedule. <br />176 <br />177 Council Member Kusterman said he understands the concern about the schedule inclusion and <br />178 wonders if the schedule could just be called a guideline. <br />179 <br />180 Council Member remarked that there may not be an urgency to pass it at this point. Is there more <br />181 discussion time possible? <br />182 <br />183 Administrator Karlson said it can be brought back to a future work session. There is no urgency in <br />184 passing this now. <br />185 <br />186 Council Member Manthey said he appreciates the effort of staff in putting this together to this point. <br />187 He's okay moving it back for more discussion and looks forward to finalizing it. <br />188 <br />189 Council Member Rafferty moved to refer the matter to the January council work session. Council <br />190 Member Kusterman seconded the motion. Motion carried on a voice vote. <br />191 <br />192 ADMINISTRATION DEPARTMENT REPORT <br />193 <br />194 3A) Consider Resolution No. 16469, Establishing 2017 Compensation Plan for Non -Union <br />195 Employees, - Administrator Karlson explained that the resolution will establish an updated <br />196 compensation plan for the city's non -union employees. He noted contracts for the city's union <br />197 employees that are already in place for the coming year. <br />198 <br />199 Council Member Rafferty noted that this will be the first time this compensation schedule is being <br />200 considered with union contracts in place for the coming year. <br />201 <br />202 Council Member Kusterman moved to approve Resolution No. 16-169 as presented. Council <br />203 Member Manthey seconded the motion. Motion carried on a voice vote. <br />204 <br />205 PUBLIC SAFETY DEPARTMENT REPORT <br />206 <br />207 4A) Consider Hiring Paid On -Call Firefighter — Public Safety Director Swenson asked the <br />208 council to approve the hiring of Craig Menne, an experienced firefighter who recently moved into the <br />209 city. This individual has undergone an extensive hiring review and process and Director Swenson <br />210 said he is recommending that he be hired. <br />
