COUNCIL MINUTES December 12, 2016 APPROVED 166 discussions about vehicle replacement. Staff is now presenting a policy as developed and requested 167 by council. 168 169 Mayor Reinert asked why the schedule is included in the policy; he is concerned that it becomes more 170 permanent rather than if it were just incorporated within the yearly budget. He requests that it be 171 removed from the policy and included in the budget. Ms. Cotton concurred that staff would make 172 that change although it was intended that the schedule would be considered each year. 173 174 Council Member Rafferty noted his concern about verbage identifying certain standards as a 175 guideline. He also likes the idea of having a policy separate from the actual replacement schedule. 176 177 Council Member Kusterman said he understands the concern about the schedule inclusion and 178 wonders if the schedule could just be called a guideline. 179 180 Council Member remarked that there may not be an urgency to pass it at this point. Is there more 181 discussion time possible? 182 183 Administrator Karlson said it can be brought back to a future work session. There is no urgency in 184 passing this now. 185 186 Council Member Manthey said he appreciates the effort of staff in putting this together to this point. 187 He's okay moving it back for more discussion and looks forward to finalizing it. 188 189 Council Member Rafferty moved to refer the matter to the January council work session. Council 190 Member Kusterman seconded the motion. Motion carried on a voice vote. 191 192 ADMINISTRATION DEPARTMENT REPORT 193 194 3A) Consider Resolution No. 16469, Establishing 2017 Compensation Plan for Non -Union 195 Employees, - Administrator Karlson explained that the resolution will establish an updated 196 compensation plan for the city's non -union employees. He noted contracts for the city's union 197 employees that are already in place for the coming year. 198 199 Council Member Rafferty noted that this will be the first time this compensation schedule is being 200 considered with union contracts in place for the coming year. 201 202 Council Member Kusterman moved to approve Resolution No. 16-169 as presented. Council 203 Member Manthey seconded the motion. Motion carried on a voice vote. 204 205 PUBLIC SAFETY DEPARTMENT REPORT 206 207 4A) Consider Hiring Paid On -Call Firefighter — Public Safety Director Swenson asked the 208 council to approve the hiring of Craig Menne, an experienced firefighter who recently moved into the 209 city. This individual has undergone an extensive hiring review and process and Director Swenson 210 said he is recommending that he be hired.
