COUNCIL MINUTES <br />December 12, 2016 <br />APPROVED <br />2s2 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />253 <br />254 6A) Consider Resolution No. 16-173, Accepting Quotes and Awarding Contract, 2016 Surface <br />255 Water Management Project and Establishing a Surface Water Maintenance Fund —City <br />256 Engineer Hankee noted the city's annual Surface Water Maintenance Fund contract action. Staff is <br />257 also asking the council to approve establishment of a surface water maintenance fund. <br />258 Council Member Rafferty asked about the contractor's experience and Ms. Hankee noted previous <br />259 work. Additionally, their quote is under the engineer's estimate. <br />260 Council Member Rafferty moved to approve Resolution No. 16-173 as presented. Council Member <br />261 Maher seconded the motion. Motion carried on a voice vote. <br />262 6B) Consider Resolution No. 16-170, Relating to the I-35W North Corridor Improvement <br />263 Project -Community Development Director Grochala reviewed his written report providing the <br />264 council with information on the status of the I-35W improvement project. He recalld that the council <br />265 elected to not take any action on the project and therefore the project moved forward under MnDOT's <br />266 normal process. The information presented in the resolution lays out the council's previous <br />267 consideration and current intent. <br />268 Mayor Reinert thanked staff for putting the action together; he fells it is important to clarify the city's <br />269 position. <br />27o Council Member Rafferty moved to approve Resolution No. 16-170 as presented. Council Member <br />271 Kusterman seconded the motion. Motion carried on a voice vote. <br />272 6C) Consider Resolution 16-174, Authorizing Preparation of a Feasibility Study for Water <br />273 Storage -City Engineer Hankee reported that staff requests authorization to proceed with a feasibility <br />274 study for water storage. She noted the cost and proposed funding source. <br />275 Council Member Manthey moved to approve Resolution No. 16-170 as presented. Council Member <br />276 Kusterman seconded the motion. Motion carried on a voice vote; Council Member Rafferty abstained <br />277 from voting. <br />278 6D) Consider Resolution 16-175, Authorizing the Preparation of Plans and Specifications, and <br />279 Ordering the Project, 2017 Mill and Overlay -City Engineer Hankee reviewed the written staff <br />280 report. Staff requests authorization to prepare the plans and specifications necessary to proceed with a <br />281 mill and overlay project in the coming year. She reviewed the location of streets that are proposed to <br />282 be included in next year's project. <br />283 Council Member Kusterman moved to approve Resolution No. 16-175 as presented. Council Member <br />284 Manthey seconded the motion.
