COUNCIL MINUTES December 12, 2016 211 212 Council Member Manthey noted his work with Mr. Menne in the past; he is glad to hear that he is 213 coming aboard. 214 215 Council Member Rafferty moved to approve the hiring of Craig Menne as recommended. Council 216 Member Manthey seconded the motion. Motion carried on a voice vote. 217 218 PUBLIC SERVICES DEPARTMENT REPORT 219 220 5A) Consider Resolution No. 16471, Approving LED Retrofit Project for Civic Complex — 221 Public Services Director DeGardner explained that the resolution authorizes staff to proceed with a 222 retrofit project for lighting at the city hall complex. He reviewed the benefits of proceeding with this 223 project, including monetary gains and a utility grant that will be included. Funding for the project is 224 currently available in the city budget. 225 Mayor Reinert noted the sensibility of proceeding with this upgrade project and he offered thanks to 226 Mr. Rutz, a city resident and businessman, for bringing this opportunity forward to the city. Council 227 Member Manthey noted that the project does not include fixtures and that is a big savings. 228 Council Member Manthey moved to approve Resolution No. 17-171 as presented. Council Member 229 Kusterman seconded the motion. Motion carried on a voice vote. 230 5B) Consider Resolution No. 16-172, Approving Public Works Space Needs Analysis and 231 Existing Facility Audit Proposal - Public Services Director DeGardner reviewed his written report 232 requesting approval to retain services to prepare an audit of the city's public works facility. He 233 reviewed the history of the facility and the approaches that will be considered as part of the study. 234 Mayor Reinert said he will be very interested in gaining information on this subject. 235 Council Member Rafferty noted that earlier in the year, the council received a report on roof 236 replacement at part of the facility. 237 Council Member Manthey remarked that not only will the city be looking at a better facility but will 238 be able to consider the best location. 239 Council Member Rafferty moved to approve Resolution No. 16-172 as presented. Council Member 24o Maher seconded the motion. Motion carried on a voice vote. 241 SC) Consider Resolution No. 16476, Awarding Contract for the Installation of Two Air 242 Conditioning Systems at the Civic Complex -Public Services Director DeGardner reviewed his 243 written report outlining the council's approval of the air conditioning improvements, the concept of 244 purchasing the units and having them installed, and the proposal to select a contractor for the 245 installation. Council Member Rafferty asked about the contractor's experience and Mr. DeGardner 246 noted their experience right here at city hall. 247 Council Member Manthey moved to approve Resolution No. 16-176 as presented.
