St. Clair Estates Preliminary Plat and Variance <br /> <br />Katie Larsen, City Planner, presented the continued and updated staff report from the <br />June 8, 2016 meeting. Staff recommends approval of the Preliminary Plat and Variance <br />subject to the following conditions: <br /> <br />1. 35 lot, R-1 single family residential subdivision north of CSAH 34 and east of <br />Hokah Drive which is a 30.47 gross acre parcel <br />2. Variance proposed for cul-de-sac length that exceeds design standards <br />3. Received revised preliminary plat from developer <br />4. Developer addressed concerns, Outlot A stormwater pond Enid Trail, new name <br />of Sioux Lane <br />5. Sidewalk located on West side of Enid Trail <br />6. Lot 23, did not meet lot width requirements, it does now <br />7. Emergency access trail is straightened out <br />8. The development is consistent with goals and policies of the comprehensive plan <br />in regards to; resource management, land use, housing, transportation and utilities <br />9. Density is consistent at 2.42 units per acre, land is guided for low density <br />residential development <br />10. Revised Traffic Study was prepared by SRF Consulting Group dated June 23, <br />2016 <br />11. The generated daily traffic counts did not change from the original traffic study <br />12. Based on actual counts from video from May 3, 2016, Hokah Drive increased 20 <br />trips and Sioux Lane decreased 80 <br />13. All local streets are still within the 1000 trips daily, and meet standards <br />14. Level of service did not change from original traffic study with new data <br />15. Police department conducted radar, and found average speed was within the speed <br />limit <br />16. WSB collected speed data which is consistent with Police department finding <br />17. CSAH 34 corridor study addressed safety, access and mobility needs <br />18. Anoka County Highway Department (ACHD) has access spacing guidelines that <br />are applicable to this development <br />19. Ware Road received signal improvements in 2012 <br />20. ACHD will allow temporary construction access off Birch Street <br />21. Cul de sac bulb will be re-located to the east to preserve future opportunity to <br />connect Enid Trail to Birch Street <br />22. Development consistent with zoning requirements and subdivision ordinance <br />23. In revised plans Outlots D & F were combined, Lot 23 now meets 80 feet wide lot <br />requirement, sidewalk added to west side of Enid Trail, emergency access trail re- <br />aligned and straightened, and infiltration basin in boulevard loop will be HOA <br />maintained <br />24. Park board looking at possibilities <br />25. Park dedication will be cash in lieu of $87,500 <br />26. Tree preservation and landscaping plan in compliance with ordinance
