COUNCIL MINUTES <br />January 9, 2017 <br />APPROVED <br />46 ADMINISTRATION DEPARTMENT REPORT <br />47 <br />48 3A) Consider approval of Annual Appointments — Administrator Karlson noted the annual list <br />49 of appointments and assignments before the council. He clarified that Council Member Rafferty will <br />5o be designated as Acting Mayor based on the council's work session discussion. <br />51 <br />52 Council Member Maher moved to approve the list of appointment as presented. Council Member <br />53 Rafferty seconded the motion. Motion carried on a voice vote. <br />54 <br />55 3B) Consider Resolution No. 17-105, Approving Location of Lino Lakes Veterans Memorial <br />56 — Administrator Karlson noted the council's previous discussions and commitment to the addition of <br />57 a veterans' memorial within the city. The American Legion in Lino Lakes has offered their support <br />58 on a location for the memorial. A resolution has been prepared that would approve the placement of <br />59 the memorial in front of City Hall as they recommend. <br />60 <br />61 Mayor Reinert noted that this designation is important because professionals will be donating their <br />62 time to work on the project design and it is fair for them to be clear on the location. <br />63 <br />64 Council Member Manthey remarked that he will be voting no on the resolution; his decision to vote <br />65 against the resolution relates to concern about the council possibly not having enough discussion <br />66 about location and how that could relate to a multi -use area so as to best use the city's limited <br />67 resources; it does not represent any concern about honoring those who have served. <br />68 <br />69 Council Member Rafferty said he's been vocal about his preferred location here at City Hall and he <br />70 feels there has been good discussion on the topic. Mayor Reinert said the council has been discussing <br />71 the matter for more than two years. He suspects that a combination of government privately donated <br />72 funds will end up funding the memorial. <br />73 <br />74 Council Member Kusterman moved to approve Resolution No. 105 as presented. Council Member <br />75 Rafferty seconded the motion. Motion carried on a voice vote; Council Member Manthey and Maher <br />76 recorded as voting no. <br />77 <br />78 3C) Consider Six -Month Extension of Recycling Intern — Administrator Karlson explained the <br />79 staff recommendation to extend the position of Nan Jia as the city's recycling intern. <br />80 <br />81 Council Member Kusterman moved to approve the extension of employment as recommended. <br />82 Council Member Manthey seconded the motion. Motion carried on a voice vote. <br />83 <br />84 PUBLIC SAFETY DEPARTMENT REPORT <br />85 <br />86 4A) Consider Hiring Paid On -Call Firefighter — Public Safety Director Swenson reviewed the <br />87 written report explaining the process and recommending hiring of Jason Boonstra as a Paid On -Call <br />88 Firefighter. His hiring would bring the number of firefighters to 44. <br />89 <br />2 <br />
