The team was deployed 37 <br />times this year. Canine Justice assisted police with community outreach and education, locating <br />illegal narcotics, and located and apprehending criminal suspects. Officer Noll and Justice are <br />certified by the United States Police Canine Association in narcotics detection as well as police <br />patrol activities. <br /> <br />The Investigations Section ended the year with an overall criminal case clearance rate of 73% <br />for 2016. In addition to assisting patrol officers with property cases, the Investigations Section <br />handled 109 of the more significant criminal investigations, 78 of which were charged out at a <br />felony level. The Investigations Section also completed 197 discovery requests from <br />prosecution and defense attorneys, 97 background investigations for Lino Lakes tobacco, liquor <br />and solicitor permits, and 11 pre-employment background investigations for public safety <br />positions. <br />A few of the most significant investigations conducted in 2016 include: <br />• Investigators worked a case of identity theft where one male suspect was responsible <br />for several hundred thousand dollars in losses to people and businesses throughout the <br />metro area. The suspect was apprehended through joint efforts of several local and <br />state agencies. <br />• Investigators solved a burglary and financial transaction card fraud case using in store <br />cameras from local businesses and obtaining a warrant for cell phone tower data, which <br />ultimately proved the suspect’s presence in the area at the time of the burglary. Several <br />search warrants were also drafted and served in this case in an attempt to recover the <br />victim’s property. <br />• Investigators were able to solve a theft case when the victim turned in digital <br />photographs of the unknown suspect holding the stolen item. Investigators worked <br />with latent print examiners to match finger and palm prints seen in the photographs to <br />known prints from the suspected offender.
