<br /> <br /> <br /> <br />8 Lino Lakes Public Safety Department 2016 ANNUAL REPORT <br />ONE VISION. ONE MISSION. <br /> <br />• Investigators worked on a case involving a prolific trailer thief which spanned multiple <br />jurisdictions and resulted in the male offender receiving a 96 month prison sentence. <br />The suspect was responsible for several thefts in Lino Lakes. <br />• Investigators solved a case involving pedal bike tire marks left by the suspect in a fresh <br />snow fall. The suspect ultimately admitted to being responsible for multiple thefts from <br />motor vehicles at two businesses for a period of over eight months. A secondary <br />suspect was charged for possessing a stolen firearm. <br />• Investigators worked with several other agencies to put together a case against a repeat <br />Lino Lakes offender for several counts of identity theft and check forgery. Because of <br />this suspect’s criminal record, he will likely receive several years in prison if convicted. <br />• Investigators were able to solve multiple crimes when swabbing areas of a crime scene <br />likely touched by an offender resulted in DNA matches to offenders already in the <br />system. Swabbing for DNA at a crime scene is a relatively new process for LLPSD <br />Investigators which can yield great results. Several of our patrol officers have also <br />received training in DNA swabbing best practices and are applying that training at a <br />patrol level. <br /> <br />Fire Division <br />The Fire Division began serving the Lino Lakes community for all fire calls for service on <br />December 28, 2015 and completed our first year of providing this service at the end of 2016. <br />The public safety service model and response protocols have led to the creation of a fire service <br />that is meeting and exceeding the service metrics for full time agencies as defined by the <br />National Fire Protection Association (NFPA). This high level of service was reached through the <br />dedication and hard work of our team. <br /> <br />The fire inspection program was launched in conjunction with the replacement of all fire lock- <br />boxes in the City. Fire staff contacted every business, replaced fire lock-boxes, and provided <br />the business with information on the inspection program. Staff began conducting fire <br />inspections in July and completed 53 inspections in 2016. Staff will continue to work <br />aggressively to inspect the remaining 158 properties by the end of 2017. <br /> <br />Staff also identified locations where a high number of people gather to immediately develop <br />response plans specific to the location. These plans, referred to as pre-plans, ensure that if an <br />emergency occurs at the location our staff is prepared with all of the information needed to <br />respond in an effective manner. During 2016 staff completed 79 pre-plans that further ensure <br />the safety of our community members and first responders. <br /> <br />In 2016, staff has responded to four structure fires in Lino Lakes as well as assisted neighboring <br />agencies with five structure fires. Other calls of interest in 2016 were; 51 motor vehicle <br />crashes, 14 car fires, 7 grass fires, 3 technical rescues and 2 aircraft crashes.
