COUNCIL MINUTES <br />February 27, 2017 <br />APPROVED <br />90 - Original and current preliminary plat (the plat preserves the opportunity for a connection to <br />91 Birch Street): <br />92 - Density implications; <br />93 - Final Plat in full view (outlots reviewed; conservation easement noted; emergency access trail <br />94 included); <br />95 - Includes a requirement that the right/of/way to be extended for preservation of corridor; <br />96 - Land dedication (cash in lieu of); <br />97 - Anoka County review of plans; <br />98 - Agreements required; <br />99 - Planning and Zoning Board review and actions. <br />100 <br />101 Planner Larsen reviewed the actions requested of the council. <br />102 <br />103 Council Member Manthey asked about inclusion of the r/o/w extension and Ms. Larsen explained it is <br />104 included as a condition in the resolution. <br />105 <br />106 Council Member Kusterman reviewed plans for use of park dedication funds; how could those funds <br />107 be spent? Staff explained that the exact use of the funds isn't clear but the number of homes <br />108 included in this project doesn't warrant the addition of a park. The city will be looking at potential <br />109 upgrades, including to trails in the area; they can explore the possibility of improvements to the park <br />110 adjacent to Rice Lake Elementary as suggested by Council Member Kusterman. The council <br />111 discussed current park access in the area. The mayor suggested that it may be a good idea for the park <br />112 board to reach out to the residents in the area to see how they'd prefer to see the park funds spent. <br />113 <br />114 Council Member Rafferty explained that although he respects that the developer is working to address <br />115 concerns, he will not be supporting the actions because he is not personally comfortable with the <br />116 development in the location proposed. <br />117 <br />118 Motion by Council Member Kusterman to approve Resolution No. 16-133 as presented was adopted. <br />119 Council Member Manthey seconded the motion. Motion carried on a voice vote.
