COUNCIL MINUTES <br />February 27, 2017 <br />APPROVED <br />135 Motion by Council Member Kusterman moved to waive the full reading of Ordinance No. 01-07. <br />136 Council Member Rafferty seconded the motion. Motion carried on a voice vote. <br />137 <br />138 Motion by Council Member Kusterman to approve the 2nd Reading and adoption of Ordinance No. <br />139 01-07 as presented. Council Member Manthey seconded the motion. Motion carried: Yeas, 4; Nays <br />140 none (Absent — Maher) <br />141 <br />142 6C) Consider Resolution No. 1748 Accepting Plans and Specification and Authorizing the <br />143 Ad for Bid, 2017 Mill and Overlay Project — City Engineer Hankee noted the project approval <br />144 request. A map of the project proposed is included in the staff report (she reviewed each street <br />145 included). Staff expects favorable bids and is therefore including an alternate in the bid process <br />146 (streets included in the alternate were reviewed). Streets included were identified through the <br />147 established pavement management plan. The project schedule includes a bid opening in April and <br />148 commencement of the project in August. At council request, Ms. Hankee explained the mill and <br />149 overlay process, including the use of the special sealcoating technology to prevent reflective cracking <br />150 if that is appropriate. <br />151 <br />152 Motion by Council Member Manthey to approve Resolution No. 17-18 as presented was adopted. <br />153 Council Member Kusterman seconded the motion.
