This represents an infrequent decision for the council so it should be <br />46 fully explored when it arises; a clear understanding is called for. Council Member <br />47 Manthey asked staff to ensure that there would be no conflict of interest or inhibition to <br />48 communicate with North Metro and Z Systems presenting together. Council Member <br />49 Rafferty recommends looking at the project with a broad stroke — a technical engineer's <br />50 approach.
