WS – Item # 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br /> <br /> <br />Date: April 3, 2017 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: Comprehensive Plan Overview <br /> <br />Background <br /> <br />As previously discussed the City of Lino Lakes is required to update its Comprehensive Plan to <br />meet the requirements of the Metropolitan Land Planning Act.. The plan update is due by <br />December 31, 2018. In preparation for the start of the planning process the City Council <br />requested a brief overview of the Comprehensive Plan. <br /> <br />What is a Comprehensive Plan? <br /> <br />The comprehensive plan, is a document designed to guide the future actions of a community. It <br />presents a vision for the future, with long-range goals and objectives for all activities that affect <br />the local government. The plan: <br /> <br />• Implements the long-range vision for the community’s future <br />• Acts as a guide for elected officials to use when making decisions <br />• Provides the legal foundation for rules and regulations adopted by the community, such <br />as the zoning ordinance and subdivision regulations referred to as “Official Controls” <br /> <br />The Municipal Planning Act, adopted by the State Legislature in 1965, provided municipalities <br />with the authority to carry out comprehensive planning and regulate how land will be used. The <br />Metropolitan Land Planning Act of 1976 determined that cities within the seven county <br />metropolitan area were “interdependent” and established requirements and procedures to <br />accomplish comprehensive local planning with land use controls consistent with planned, orderly <br />and staged development and the metropolitan system plans. <br /> <br />Under the law, the Metropolitan Council is required to adopt a comprehensive development <br />guide for the metropolitan area. A system statement is then prepared that explains the <br />implications of the policy plans for each community. The City’s Comprehensive Plan update <br />must be in conformance with the system plans. The System Statement prepared for Lino Lakes <br />was reviewed with the City Council in February of 2016. A copy of that report is attached. <br /> <br />The City of Lino Lakes first prepared a Comprehensive Plan in 1974. Subsequent revisions <br />occurred in 1981, 1991, 2002 and 2011.
