What is in a Comprehensive Plan? <br /> <br />The minimum contents of the plan are prescribed by state law (Mn Stat. § 473.859). They <br />include: <br /> <br />1. Goals and Policies. <br />2. Land use plan including a housing element. <br />3. Water Management Plan often referred to as the Local Surface Water Management Plan <br />4. Transportation Plan <br />5. Sewer Plan <br />6. Parks and Recreation Plan <br />7. Water Supply Plan <br />8. Implementation <br /> <br />The plan also establishes our growth management policy and development staging requirements. <br />It includes an Economic Development section, City Facilities Plan and a Natural Resource Plan. <br /> <br />Each of these plans are intended to provide guidance and ensure that development will happen in <br />an efficient, cost effective and orderly process consistent with the overall vision, goals and <br />policies of the community. <br /> <br />The plan is used daily in City review of land use applications, capital improvement <br />programming, and policy development. <br /> <br />Requested Council Direction <br /> <br />1.
