Stat. 473.145 requires the Metropolitan Council (Met Council) to adopt a <br />comprehensive development guide for the metropolitan area. Minn. Stat. 473.175 <br />requires the Met Council to review local government comprehensive plans to determine <br />compatibility with this regional development guide. These plans are developed and <br />updated every 10 years. <br /> <br />In May 2014, the Met Council adopted Thrive MSP 2040 (Thrive) as the comprehensive <br />development guide. It establishes the regional vision for the 7-county metropolitan area <br />for the next 30 years. The Met Council subsequently adopted 3 policy plans related to the <br />3 regional systems: <br /> <br />1. 2040 Transportation Policy Plan <br />2. 2040 Water Resources Policy Plan <br />3. 2040 Regional Parks Policy Plan <br /> <br />The Met Council also adopted the 2040 Housing Policy Plan. Consistent with Minn. <br />Stat. 473.859, subd. 2(c) and subd. 4), communities must include a housing element and <br />implementation program in their local comprehensive plans that address existing and <br />projected housing needs. <br /> <br />On September 17, 2015, the Met Council issued the 2015 System Statement for Lino <br />Lakes. The system statement explains the implications of the policy plans for each <br />individual community. Upon receipt of the system statement, Lino Lakes is required to <br />update its 2030 Comprehensive Plan by December 31, 2018. <br /> <br />ANALYSIS <br /> <br />Community Designation <br /> <br />Thrive identifies Lino Lakes with the community designation of Emerging Suburban <br />Edge. Emerging Suburban Edge communities include cities, townships and portions of <br />both that are in the early stages of transitioning into urbanized levels of development.
