3 <br /> <br /> <br />Affordable Housing Unit Needs for Lino Lakes <br />Threshold # Housing Units <br />At or below 30% AMI 284 <br />31 to 50% AMI 197 <br />51 to 80% AMI 34 <br />Total Units 515 <br /> <br />To accommodate our share of the region’s affordable housing need, we are required to <br />guide residential land at densities sufficient to create opportunities for affordable housing. <br />For example, we can guide 64 acres of residential land at 8 units per acre to satisfy our <br />affordable housing unit needs (515 units/8 units per acre = 64 acres). This goal was met <br />with the 2030 Comprehensive Plan by default to accommodate an overall city density at <br />3.0 units per acre. <br /> <br />Transportation Policy Plan <br /> <br />The 2040 Transportation Policy Plan is the metropolitan system plan for highways, <br />transit and aviation to which local comprehensive plans must conform. The System <br />Statement does not identify any major improvements or changes to the highway (I-35E, I- <br />35W or CR 14), transit (Metro Transit) or aviation (Seaplane Base) systems in Lino <br />Lakes. During the comprehensive plan update, we will identify potential transit service <br />options and review any updates to Met Council’s aviation long term comprehensive plan. <br /> <br />Other plan considerations include Regional Bicycle Transportation Network, Minor <br />System/Functional Classification and Freight. The Regional Bicycle Transportation <br />Network (RBTN) identifies trunk arterials of the overall bikeways system that connect to <br />regional employment and activity centers. The RBTN identifies routes along CR 14 and <br />CSAH 54 and through the Regional Park and these routes have already been incorporated <br />into the City’s Park, Greenway and Trail System Plan. Lino Lakes will describe and map <br />the functional classification of all existing roads and identify any changes from the <br />existing to proposed classifications. No freight terminals are identified in Lino Lakes. <br /> <br />Water Resources Policy Plan <br /> <br />The Water Resources Plan takes an integrated approach to water supply, water quality <br />and wastewater issues and identifies key concepts to maximize the benefits of regional <br />investments into wastewater, water supply and surface water. Lino Lakes shall <br />development components in the comprehensive plan to address wastewater, surface water <br />and water supply issues. The City currently has a draft Surface Water Management Plan <br />that it anticipates adoption in early 2016. <br /> <br />
