<br />WS – Item #5 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 5 <br /> <br />Date: May 1, 2017 <br /> <br />To: City Council <br /> <br />From: Diane Hankee, City Engineer <br /> <br />Re: Street Reconstruction Feasibility Study – West Shadow and LaMotte Area <br /> <br />Background <br /> <br />On January 9, 2017 the City Council authorized the West Shadow Lake and LaMotte Street <br />Reconstruction Feasibility Report. Since then staff held neighborhood meetings to receive input <br />on the issues and needs of the neighborhoods. The information received was incorporated in the <br />proposed design as outlined in the report. The proposed project includes roadway <br />reconstruction, drainage improvements and appurtenant work. <br /> <br />The estimated cost of the West Shadow Lake neighborhood roadway and drainage improvements <br />is $4,484,000. The estimated cost of the LaMotte neighborhood roadway, drainage and sanitary <br />sewer rehabilitation is $1,112,000. There are multiple roadway and drainage design options for <br />the West Shadow Lake neighborhood outlined in the report. <br /> <br />Option 1 - Replace or reclaim the existing roadway without subgrade or drainage improvements <br />and maintain existing width. This option includes replacing the existing roadway without <br />subgrade or drainage improvements. This design would result in a roadway with half of the <br />pavement life expectancy. In addition storm water quality and drainage issues would not be <br />addressed. <br /> <br />Option 2 - Reconstruct the roadway to meet the City’s standards for road structure and subgrade, <br />maintain the existing width, and provide drainage improvements as feasible. This option includes <br />improving the roadway to maximize the pavement life expectancy and provides stormwater <br />management as feasible. <br /> <br />Option 3 - Reconstruct the roadway to meet the City’s standards for road structure and subgrade, <br />and widen the roadway to improve safety. This design also includes curb and gutter in various <br />sections, and provides stormwater management. <br /> <br />For planning and funding the project, the more conservative cost estimate has been included, <br />which is Option 3. Staff is continuing to work on a cost effective design option in coordination <br />with Rice Creek Watershed District, which is Option 2. <br /> <br />With the roadway paving project, the City may be petitioned to extend municipal utilities. The <br />most cost effective time to consider extending municipal utilities is in coordination with roadway
