Many of the ditches adjacent to the roadway have been filled in or are landlocked <br />with no drainage. One portion of the road winds through wetlands and crosses over a culvert with <br />surface water one foot below the roadway. The roadway is below the flood elevation in this area <br />and large ptoholes have occurred in many areas of the roadway. This roadway is the only entrance <br />to the adjacent neighborhood, and therefore, needs to be reconstructed. In order to reconstruct the <br />road, the drainage issues must be resolved. The road reconstruction project will include <br />reconstructing the street to meet the City’s standard road requirements, creation of a drainage <br />system to keep stormwater from compromising the new roadway, and meeting the Rice Creek <br />Watershed District’s rate control and water quality treatment requirements related to the <br />construction of the new roadway. The road reconstruction project will also include investigating the <br />conditions of the culvert under the roadway and reconstructing the culvert if necessary. <br /> <br />LaMotte Drive Improvements <br />The pavement on LaMotte Drive is also in very poor condition. The road reconstruction project will <br />include reconstructing the street to meet the City’s standard road requirements, replacement of curb <br />and gutter where it currently exists, and the addition of storm water filtration areas to meet storm <br />water rate and water quality requirements. <br /> <br />Street reconstruction bonds are included in the amount of indebtedness of the City which cannot, <br />under Minnesota Statutes, Section 475.53, exceed 3% of the assessor’s taxable market value for the <br />City (“TMV”). The proposed bonds will not exceed statutory limits. <br /> <br />All other foreseeable capital expenditures are expected to be financed through other revenue or <br />financing sources. <br /> <br />2021 Street Reconstruction Project <br /> <br />The 2021 Street Reconstruction Project includes the reconstruction of the following streets; 4th <br />Avenue, from Main Street to Pine Street, Diane Street, 81st Street, Elbe Street and Danube Street by <br />replacement of curb and gutter as needed, required upgrades of the existing stormwater <br />management system and bituminous surfacing. <br /> <br />No bonds are being contemplated for this project at the present time.
