Planning & Zoning Board <br />April 12, 2017 <br />Page 2 <br />DRAFT MINUTES <br /> <br />Chair Tralle declared Open Mike at 6:35 p.m. <br /> <br />There was no one present for Open Mike. <br /> <br />Mr. Laden made a MOTION to close Open Mike at 6:35 p.m. Motion was supported by <br />Mr. Stimpson. Motion carried 5-0. (Tralle and Root abstained) <br /> <br />V. ACTION ITEMS <br /> <br />A. NorthPointe 5th Addition Final Plat <br />NorthPointe is a PUD residential subdivision located northeast of the intersection <br />of Birch Street and 20th Avenue South/CSAH 54. The preliminary plat is 94.09 <br />gross acres and consists of a residential density mix of single family lots and an <br />88 unit senior multi-family residence. The following is a breakdown of unit <br />development: <br /> 216 Single Family Units (215 new lots + 1 existing home) <br /> 11 Future Single Family Units (future development of existing home) <br /> 88 unit multi-family <br /> 315 TOTAL UNITS <br /> <br />Mr. Root made a MOTION to recommend approval of NorthPointe 5th Addition <br />Final Plat. Motion was supported by Mr. Evenson. Motion carried 5-0. (Tralle <br />and Root abstained) <br /> <br />Council will hear vacation of the drainage and utility easement on April 24th, <br />2017. <br /> <br />B. Saddle Club 3rd Addition Final Plat <br />Saddle Club is a PUD residential subdivision located south of Birch Street and <br />Old Birch Street. The preliminary plat is 39.4 gross acres and consists of 55 <br />single family residential lots. <br /> <br />The applicant has submitted a land use application for final plat of Saddle Club <br />Third Addition. This review is based on the final plat and prepared by EG Rud & <br />Sons, dated March 15, 2017 and received by the City on March 15, 2017. <br /> <br />Mr. Stoesz expressed concerned around safety and emergency vehicles if Fox <br />Road doesn’t get connected. Ms. Larsen stated that there is temporary cul de sac <br />where safety vehicles can turn around. <br /> <br />Mr. Stoesz asked if the property owner has been notified that there will be a new <br />road next to their house. Ms. Larsen confirmed that they have been notified and <br />that there is a blue sign stating “Road to go through” at the end of the cul de sac. <br />With Saddle Club 4th Addition, a public hearing is required. Everyone will be <br />formally noticed.
