CITY COUNCIL <br />AGENDA ITEM 1G <br />STAFF ORIGINATOR: Lisa Hogstad-Osterhues, Deputy City Clerk <br />MEETING DATE: August 8, 2016 <br />TOPIC Consider Resolution No. 16-88, Approving a <br />Special Event and Parade/Run Permit for the 2015 Blue <br />Heron Days festival <br />VOTE REQUIRED: <br />INTRODUCTION <br />3/5 <br />Plans have been finalized for Lino Lake's annual community festival, Blue Heron Days. The <br />festival will take place the weekend of August 19, 20 and 21, 2016. <br />BACKGROUND <br />Events scheduled for this year's festival include a 5K Run, Kids Fun Run, a grand day parade on <br />Lake Drive, city ambassador program with coronation ceremony, American Legion softball <br />tournament at Sunrise Park, a petting zoo, Magic Bounce inflatables, a business expo, kiddie <br />carnival, family movie night, live music, free henna tattoos, free caricature drawings and free <br />comfort yoga. Many of the activities for this year's festival will occur in the city's own Lino <br />Park. <br />A special event application requesting city permission to conduct these activities has been <br />submitted to the city by Brian Hronski, Recreation Supervisor for the City of Lino. The use of of <br />city property has been approved by Rick DeGardner, Director of Public Services, and City of <br />Lino Lakes for some of these events. <br />Ali Lukin, Recreation Supervisor, has been working with city staff on the parade details and has <br />provided the following information. She anticipates approximately 61 units in the parade; the <br />proposed route for the parade would be the same as in 2015, running on Lake Drive from <br />Marketplace Drive to James Street, with a staging area in the Super Target parking lot. Ms. <br />Lukin has obtained permission from Anoka County to conduct the parade on County Road 23 <br />(Lake Drive). <br />Proof of liability and insurance coverage has been submitted to the City by the vendors. <br />The Police Department has confirmed there will be one on-site police officer between noon — 4 <br />p.m. to direct people crossing the street on Lake Drive. Public Works will place road signs, <br />barricades cones, recycle cans, tables, etc. The applicant has all necessary permissions for use <br />of property involved in the event. <br />RECOMMENDATION <br />
