CHANGES TO: <br />CENTENNIAL FIRE DISTRICT <br />JOINT POWERS AGREEMENT II <br />CHANGE SECTION 2.5 <br />FROM: <br />2.5 Quorum. Five (5) of six (6) regular committee members during special of quarterly meetings <br />shall constitute a quorum, except m situations of default when three (3) of four (4) Committee <br />members shall constitute a quorum. <br />TO: <br />2.5 Quorum. Four (4) of six (6) regular Committee members during special or quarterly <br />meetings shall constitute a quorum provided each municipality is represented by at least one <br />Committee member, except in situations of default when three (3) of four (4) Committee members <br />shall constitute a quorum. <br />REASON FOR THE CHANGE: <br />The reason for this change is that there has been occasions where it is hard to get a quorum of <br />five to conduct business. <br />DELETE SECTION 7.2, 7.3 AND 7.4 (These sections define the balancing formula.) <br />REASON FOR THE CHANGE: <br />The costs of the Centennial Fire District are divided between the cities based on a formula. This <br />formula is based on the five year average of runs, the population, and the market value. These <br />factors represent our actual history, the people we protect, and the property we protect. This <br />formula makes sense because it actually reflects our activity. <br />In addition to the above formula there is a balancing factor (formula) that attempts to make sure a <br />home in one city pays the same as a home in another city for fire protection. This balancing <br />formula uses items such as the City levy, tax capacity, and average value of homes. Because the <br />general levy for each city is used as a factor; such items as HACA and other city income also <br />became factors. <br />During the last five years there has been a balancing adjustment four of the years. This balancing <br />adjustment has represented up to 10% of the actual budget. When figuring the 1996 balancing <br />formula, we came up with figures that represent as much as 25% of the fire budget for a city. <br />The 1996 Balancing Adjustment - <br />- Centerville Receives $14,394.00 <br />- Circle Pines Receives $19,905.00 <br />- Lino Lakes Pays $34,299.00 <br />
