This balancing adjustment does not seem to make sense because the figures used do not represent <br />anything that is related to the fire department and the amounts are unpredictable. <br />After discussing this issue with the city administrators, it is my recommendation that the balancing <br />portion of the formula be taken out of the formula and any monies paid to or received by a city be <br />refunded over a two year period.
