funding formula in Section 8.1 of this Agreement. <br />CL = the general fund levy certified by the municipality for <br />taxes collectible in the year that the budget is to be <br />expended. <br />FT = the fire tax in dollars paid by a house with the common <br />estimated market value within that municipality. <br />AFT = the average of all of the FT (fire tax) in each <br />municipality (or the sum of each municipality's FT - by <br />the number of municipalities). <br />7.3 Adjustment to Formula. To. the extent that the balancing <br />formula demonstrates that a municipality's fire tax for a <br />specific year varied from the average tax for the District <br />by more than ten percent (10%), either high or low, the <br />member municipalities will contribute or receive an <br />appropriate amount to bring all municipalities within the <br />ten percent (10%) range of acceptable fire tax. <br />Such contributions and receipts will be received or paid <br />with the quarterly payments in the year following the actual <br />budget year that the information is based on. <br />7.4 Balancing formula Distribution Rules. <br />(a) Municipalities that are greater than ten percent (10%) <br />below the average fire tax (AFT) shall compensate <br />municipality(a) over ten percent (10%) above the <br />average fire tax until the compensating municipality is <br />no longer greater than ten percent (10X) below the <br />average, or the munici'pality being compensated is no <br />longer greater than ten percent (10%) above the average <br />fire tax. If more than one municipality is greater <br />than ten percent (10%) below the r.-,erage fire tax, <br />their contributions to municipalities shall be in a <br />proportioned share, having the same relationship as <br />their proportionate share of the budget. If the <br />municipality has compensated all other municipalities <br />and brought them within the ten percent (10%) range, <br />and the compensating municipality remains at greater <br />than ten percent (10X) below the average fire tax, that <br />municipality will continue to compensate the <br />municipalities that are within the ten percent (10%) <br />range until they are at, or within, the range. The <br />municipality may still have to continue to compensate <br />as outlined in paragraph (b) below if there are <br />municipalities that remain above the range. <br />(b) Municipalities in the range will compensate <br />municipalities above the range in proportionate share <br />to the municipalities payments to the District.
