the municipalities in the range are being compensated <br />because a municipality is more than ten percent (10%) <br />below the average fire tax they will receive such <br />compensation, again in proportionate share to the <br />payments the municipality being compensated make to the <br />District. <br />(c) Municipalities above ten percent (10%) range will be <br />compensated until they are brought within the ten <br />percent (10%) range of average fir... :.axes. If more <br />than one municipality is to receive compensation, the <br />municipalities will split the compensation based on <br />their proportionate share of the fire budget. <br />(d) To the extent that all municipalities are within the ten <br />percent (10%) above, or (10%) below range for the <br />average fire tax, no compensation will be exchanged. <br />Generally municipalities outside of the range will <br />compensate each other. When only one (1) municipality is <br />above or below the range, the other municipalities either <br />pay or receive, in proportion to their share to the District <br />budget. <br />To further clarify the formula and their intended <br />relationship, specific examples of the formulas are attached <br />as Appendix A. <br />7.5 At such time when it is determined that a member <br />municipality contributes in excess of 70% of the budget for <br />any particular year, or when any municipality's annual <br />payment as implemented under the balancing formula and due <br />in a particular year is mote than 5% of the fire budget for <br />that year, that affected municipality may request the <br />Committee to reevaluate the funding formula. <br />
