COUNCIL MEETING JANUARY 22, 1996 <br />Council Member Lyden said that he shared Ms. Cunningham concern about some of the <br />ditches in the City because they are very full. Ms. Cunningham said that the ditches are <br />in need of repair and suggested that they be repaired before there is any more damage. <br />Council Member Lyden noted RCWD says they are managing the rate of water going <br />into the ditches, however, there is no managing the volume of water that is increased and <br />this is an issue that RCWD is dealing with and he felt the City should also deal with this <br />concern. Ms. Cunningham asked the City to make sure that the ditches do not get plugged <br />while the construction is going on. <br />Ms. Cunningham asked why the City is considering a water tower now when there is <br />already a water station in the Clearwater Creek subdivision. Mr. Ahrens said that the <br />water tower, well and pump house work hand in hand. The well is pulling the water from <br />the ground and pushes it into the tank. The tank keeps constant pressure and provides <br />adequate water available for safety reasons. <br />Amy Donlin, 6100 Centerville Road - Ms. Donlin said that she heard that the City of <br />Hugo had a water tower not too far from Clearwater Creek which was only at 10% <br />capacity. She asked if it was out of the question to share with another nearby city? Is a <br />million dollar water project necessary? Ms. Donlin said she would like to be convenience <br />that this City has to spend a million dollars on another water tower so close to Centerville <br />and Hugo. Ms. Donlin said that she would not want to build a $250,000.00 house <br />anywhere in the proximity of a big water tower. She thought a water tower would <br />diminish the values of those homes. Ms. Donlin noted that a water tower cannot be hid <br />by a berm or trees and this would diminish the aesthetic value of the neighborhood. Mr. <br />Ahrens said that the water tower will be in place before most of the homes are <br />constructed and sold. People purchasing the homes will be able to see the water tower. <br />He noted that typically water towers are located in residential areas and cited the water <br />tower in Shoreview as an example. Mr. Ahrens explained that the Hugo water tower is <br />too small for the future needs of Lino Lakes. That water tower is some distance from <br />Lino Lakes and that would make construction of a water main from that facility very <br />expensive. Ultimately, Lino Lakes will need this water tower so connecting to Hugo's <br />water tower would be a waste of dollars even though it may save a few years. Mr. <br />Ahrens explained that the City approached the City of Centerville to see if they are <br />interested in sharing the Lino Lakes water tower. There is a possibility of sharing <br />facilities with Centerville. <br />Ms. Donlin said that she did not see the heron logo on the Lino Lakes water tower. Ms. <br />LaForest said it is coming and there will be a presentation to staff tomorrow on the use of <br />the logo. <br />Council Member Neal moved to close the public hearing at 9:08 P.M. Council Member <br />Lyden seconded the motion. Motion carried unanimously. <br />No action is needed by the City Council this evening. <br />PAGE 25 <br />
