AGENDA ITEM 6 <br />STAFF ORIGINATOR: David Ahrens, Public Works Director/City Engineer <br />DATE: April 18, 1996 <br />TOPIC: Public Hearing - Centennial Middle School Street and Utility <br />Improvements <br />INTRODUCTION: <br />Centennial School District is proposing to construct a middle school along Elm <br />Street and has petitioned the City to install utilities (storm sewer, watermain, <br />sanitary sewer) and streets. The City consulted with OSM, Inc., to prepare a <br />feasibility report for the installation of public utilities and streets to serve the <br />middle school. <br />Per City Charter, the City Council is required to hold a public hearing regarding <br />the proposed assessments to the benefiting property owners. No action can be <br />taken on ordering the project no sooner than 10 days and no later than 60 days <br />after the close of the public hearing. <br />BACKGROUND <br />The attached memorandum from the City's consulting engineer, Mr. David <br />Mitchell, OSM, Inc., discusses issues regarding the street alignment options and <br />pedestrian access. In addition, excerpts from the Feasibility Study that was <br />prepared by Mr. Mitchell are attached discussing the proposed utility <br />improvements. <br />PROJECT COSTS: <br />The estimated costs are attached to this report for each of the street options <br />discussed except for options C and E. Option C is the most costly of the street <br />alignments and is estimated to be $100,000 more than option B. Option E is <br />similar in cost to option F. <br />C3 <br />
