Public Hearing - Centennial Middle School <br />Page 2 <br />PROJECT SCHEDULE: <br />Assuming Council orders the project to proceed at the May 13, 1996, Council <br />Meeting, the proposed schedule for the improvements is as follows: <br />Public Hearing April 22, 1996 <br />Council Orders Project and <br />Authorizes Plans & Specs. May 13, 1996 <br />Council Approves Plans & Specs. <br />and Orders Ad for Bids July 8, 1996 <br />Bid Opening August 1, 1996 <br />Council Awards Contract August 12, 1996 <br />Construction Begins August 26, 1996 <br />Substantial Completion of Construction July, 1997 <br />PROPOSED ASSESSEMENTS: <br />The proposed assessments are to properties receiving benefit from the proposed <br />improvements. This includes the School District, and private property owners <br />adjacent to the utility and street improvements. The assessment amounts are <br />attached at the back of this report for Council's review. <br />CITIZEN COMMENTS: <br />Staff and the City's consulting engineers have held two neighborhood meetings <br />with residents adjacent to Elm Street and made a presentation at a School Board <br />meeting. Option F was developed late in the process and has not been <br />presented to any group other than the School Board in a very preliminary <br />manner. Staff has scheduled a meeting for Elm Street and Second Avenue <br />residents from 4:00 p.m. to 6:00 p.m. prior to the public hearing to address any <br />questions. <br />The majority of the residents near Elm Street and Second Avenue favor option D <br />due to its low traffic impact. There are residents in this area that prefer options A <br />or B due to the warrant for a traffic signal. <br />The School Board endorsed options A and B at the April 1, 1996, School Board <br />Meeting. The primary concern of the School Board is the installation of a traffic <br />signal on Lake Drive to provide a safe intersection for traffic, particularly school <br />buses. <br />
