I. PROJECT HISTORY <br />A. Location <br />The proposed improvements are located south of Interstate Highway (I) 35W, west of <br />State Trunk Highway (STH) 49, and north of existing Elm Street. These improvements <br />are being proposed to provide City street and utilities for the proposed Centennial Middle <br />School Site, located north of existing Elm Street and west of 4th Avenue. The project <br />area is shown on Figure A in Appendix A of this report. <br />B. Feasibility Report Initiation <br />1. Petitions Received: The impetus for this project was a petition from <br />Independent School District No. 12. <br />2. Dates of City Council/Staff Action: On August 7, 1995, City staff <br />authorized the preparation of a Feasibility Report for City street and utility <br />construction to access the proposed Centennial Middle School site. <br />II. DESCRIPTION OF CONSTRUCTION ELEMENTS <br />A. Sanitary Sewer <br />Discussions with City staff resulted in proposing a sanitary sewer to connect to <br />the existing trunk line north of I -35W at Apollo Drive and 4th Avenue. This <br />sanitary sewer would serve an area south of I -35W, east of St. Joseph Cemetery <br />(at 2nd Avenue and Elm Street), north of Elm Street, north of Aqua Lane, and <br />west of Marshan Lake. The sanitary sewer service area is shown on Figure B in <br />Appendix A of this report. <br />Sanitary sewer improvements will be in accordance with the Recommended <br />Standards for Wastewater Facilities, by the Great Lakes -Upper Mississippi River <br />Board of State Public Health and Environmental Managers. The proposed sanitary <br />sewer improvements include both 10 and 12 -inch PVC gravity sanitary sewers. <br />These sanitary sewers will flow north from Elm Street, along the existing <br />alignment of 4th Avenue, to the existing trunk sanitary sewer north of I -35W. A <br />gravity _line will extend a short distance to the northeast on the south side of I - <br />35W to serve future areas east of STH49 and north of the Shores of Marshan Lake <br />subdivision. A gravity line will also extend to the east along the proposed <br />roadway to serve areas between 4th Avenue and STH49. This project will also <br />include rerouting the existing six-inch forcemain from the Marshan Shore Lift <br />Station to drain into the proposed gravity sanitary sewer along 4th Avenue. <br />Upgrading the existing Marshan Shores Lift Station was recommended in the <br />OSM Project No. 5666.00 Page 1 <br />
