AGENDA ITEM# <br />STAFF ORIGINATOR: David Ahrens, Public Works Director/City Engineer <br />DATE: April 22, 1996 <br />TOPIC: Continuation of Public Hearing - 12th Avenue and Holly Drive <br />Improvements <br />INTRODUCTION: <br />The public hearing for the reconstruction of 12t Avenue and Holly Drive was <br />continued from March 25, 1996, to allow staff additional time to discuss the <br />proposed improvement with the Developer of Trapper's Crossing, Mr. Roger <br />Hokanson. If Council elects to close the public hearing, no action on ordering <br />the improvement can be made by the City Council prior to 60 days and no later <br />than 6 months after the close of the public hearing. <br />BACKGROUND: <br />On August 8, 1994, City Council approved the Trapper's Crossing preliminary <br />plat subject to certain conditions. One of the conditions included that the <br />Developer take action to complete a satisfactory plan for the reconstruction of <br />Holly Drive and 12th Avenue from Ash Street to Birch Street with necessary <br />implementation to satisfactorily carry the traffic from the Trapper's Crossing plat <br />and adjoining area. A Feasibility Study was prepared to investigate the <br />reconstruction of 12th Avenue and Holly Drive. <br />Summar. y of Feasibility Study <br />A Feasibility Study on reconstructing 12t Avenue and Holly Drive was prepared <br />and presented to Council at the January 22, 1996, Council Meeting. The <br />Feasibility Study, prepared by Mr. Steve Heth, SEH, Inc., estimated that the total <br />project cost will be approximately $2.0 million dollars to reconstruct 12t Avenue <br />and Holly Drive to Municipal State Aid Standards. The typical section for the <br />Municipal State Aid Street discussed in the Feasibility Report is 44' wide (2 - 12' <br />driving Lanes and 10' shoulders). The Report also summarized the financing of <br />the project as follows; <br />Trapper's Crossing Assessment $ 250,000 <br />Possible Future MSA Assessments $ 428,640 <br />City MSA Funding $1.274,160 <br />TOTAL $1,952,800 <br />The possible future MSA Assessments includes existing undeveloped land, other <br />than the Trapper's Crossing Plat, that appear to be developable and has <br />
