frontage on 12th Avenue and/or Holly Drive. The attached map illustrates these <br />properties. <br />Currently, the City has approximately $450,000 in State Aid funds. Based on the <br />above estimated project costs and available funds, the City is not in the position <br />to provide the funding as outlined in the Feasibility Report. <br />Discussions with the Developer <br />Over the past few months, staff has met with Mr. Hokanson and his attorney to <br />discuss the conditions of approval of the Trapper's Crossing preliminary plat. On <br />Friday, April 12, 1996, City staff and the Developer met and reached a tentative <br />agreement that the City will assess the Trapper's Crossing project $285,000 for <br />12th Avenue and HoIIy Drive improvements. These improvements will consist of <br />constructing the streets to the City rural design standard that consists of 2 - 12' <br />driving lanes and 4' paved shoulders and constructing turning lanes at Birch <br />Street and Ash Street. This improvement will extend from Birch Street to at least <br />the entrance to Trapper's Crossing. If the construction bids come in higher than <br />expected, the City can elect to reject the bids, revise the scope of the project to <br />keep the costs within the assessed amount, or find funds to cover the additional <br />costs. <br />Trapper's Crossing 11 Fence and Landscape Plan <br />Also included in the August 8, 1994, Council motion approving the Preliminary <br />Plat for Trapper's Crossing is the condition that the Developer prepare a <br />landscape and fence plan to provide a barrier around the plat to discourage <br />trespassing on the adjacent rural property. The attached proposed landscape <br />and fence plan has been submitted by the Developer to meet this condition. The <br />plan indicates that a 4' high chain link fence will be installed along non -wetland <br />areas of the east and south plat line. A portion of the south plat line is shown to <br />have 14 conifers planted in lieu of the chain link fence. <br />DISCUSSION: <br />Proposed Road Improvements <br />The proposed improvements will provide an adequate roadway from Birch Street <br />to at least the Trapper's Crossing entrance and provide turning lanes at Birch <br />Street and Ash Street. This improvement will provide a road that will have a <br />service life of approximately 25 - 30 years. As part of the improvements for <br />Trapper's Crossing, Phase 2 and 3, it is recommended that the two proposed <br />intersections with HoIIy Drive include any necessary turn lanes or improvements <br />to insure that they operate safely. <br />It is estimated that future assessments to developable property along HoIIy Drive <br />and 12th Avenue will provide funds to extend improvements south to <br />approximately halfway between HoIIy Court and Ash Street. <br />
