The proposed revised agreement between the City and the developer includes <br />an assessment of $285,000 to the Trapper's Crossing plat (which includes -115 <br />Tots) for improvements to 12th Avenue and Holly Drive. This assessment will <br />constitute the developer's full and complete obligation for any further road <br />construction improvements to 12th Avenue and Holly Drive. <br />Trapper's Crossing Fence and Landscape Plan <br />Staff feels that additional trees are needed to provide a more effective barrier. It <br />is recommended that 20 conifers, staggered at 20' on -center, and at a minimum <br />8' high be provided rather than the proposed 14 trees. It is also recommended <br />that 100 dogwood trees be planted in the wetland areas. It is staffs opinion that <br />the combination of the proposed fence, the revised landscaping, and the existing <br />wetlands will discourage trespassing onto the adjacent rural property. <br />The developer has obtained a permit to construct a 6' high board -on -board fence <br />along the westerly line of the Trapper's Crossing I plat. An existing mesh fence <br />exists on the southeast corner of the plat separating Trapper's Crossing from the <br />adjacent property owner, Ms. Walseth. Staff recommends that in addition to the <br />landscaping proposed by the developer that a row of shrubs be planted adjacent <br />to the mesh fence to provide an additional barrier to deter trespassing. These <br />shrubs could be dogwood. <br />OPTIONS: <br />1. Continue the public hearing to a later date. <br />2. Close the public hearing. <br />3. Close the public hearing and accept the agreement between the City and <br />the Developer of Trapper's Crossing as follows: <br />RECOMMENDATION: <br />Staff recommends that the City Council close the public hearing and approve the <br />agreement between the City and the Developer of Trapper's Crossing. <br />
