JUN -07-1996 12:03 <br />NAC 612 595 9037 P.04 <br />While the City's economic development policy discourages the down zoning of commercial <br />property, it is believed the physical characteristics of the eastern portion of the site make <br />future commercial use questionable (Le., visibility, wetland containment, etc.). In this <br />regard, the proposed air strip accessible residential lots may represent an appropriate use <br />of the eastem portion of property. <br />The proposed residential use is also supported by the following Comprehensive Pian <br />policies: <br />• Future community development shall take into account social, economic, and <br />environmental opportunities and constraints in an effort to provide an optimal <br />arrangement of future land use activities. <br />A variety of residential development types is desirable and shall be encouraged in <br />the community. Particular areas of the City shall be designated for each of the <br />desired housing types which range from multi family residential to rural. <br />While the preceding policies would tend to support the proposed land use, a change to the <br />City's Land Use Plan is consider?d, a matter of City policy to be determined by City <br />officials. <br />Also to be noted in this matter is that the issue of land use appropriateness of the area will <br />be specifically examined as part of the City's pending Comprehensive Plan Update. ` If the <br />City feels rezoning of ,the subject property would, ' at this time, be "premature" the <br />= <br />postponing of action may be considered Such action should, however, be contingent <br />upon a request for extension by the applicant. <br />The requested rezoning request should be subject to recommendation by the EDAB. <br />Compatibility. To determine the compatibility of the proposed use, it is considered <br />beneficial to examine existing and anticipated land uses which surround the subject <br />property. The following is a listing of land uses and zoning designations which lie adjacent <br />to the subject property: <br />Direction <br />Land Use <br />Zoning <br />North <br />Multiple Family <br />R-4 <br />South <br />Residential <br />R-1 <br />East <br />Surfside Seaplane Base <br />R-1 <br />West <br />Commercial <br />GB <br />4 <br />
