NSCAH provides a vehicle for persons with <br />disabilities, relatives and concerned persons to have a voice in the decision <br />making process. Issues of concern are transportation, housing, education, <br />employment, attitudinal, communication, and architectural social and economic <br />barriers. NSCAH advocates for "Rights" of persons with disabilities that lead <br />to control over their lives, independence and self sufficiency. It advocates <br />for proper execution of 504 regulations and supports the passage of the <br />American Disabilities Act. It is our belief that disabled persons have <br />"Rights" but also are equally responsible as nondisabled persons in carrying <br />out responsibilities of good oitizenobip. <br />NSCAH was organized as a non-profit corporation in 1978. It is governed by a <br />volunteer Board of Directors. NSCAH is Coordinated by a part time Executive <br />Director and receives clerical assistance through an arrangement with Anoka <br />County. NSCAH has contracted with the Anoka County Community Action Program <br />(ACCAP) to provide fiscal accountability, accurate reporting and audit. <br />NSCAH. Inc. has obtained a postal permit number and is registered with the MN <br />State Attorney Generals Charities Department. It has received State Tax exmpt <br />status in addition to having a Federal 501 (c) 3 status. <br />The ARC Anoka County and the McKnight Health Consortium offer effective <br />services for persons with mental retardation and mental health disabilities. <br />NSCAH emphasizes service to persons with physical disabilities.. Since its <br />inception NSCAH has worked as an umbrella organization for people with all <br />types of disabilities in an effort to build a stronger community for dis- <br />abled people. The funding of this grant request will assist NSCAH to <br />strengthen that bond and provide a broad based resource that will be available <br />and used by all disabled people and service providers. <br />
