Goals of agency: <br />To promote family self-sufficiency and offer intermediary <br />services designed to protect and enhance the interests of <br />families with dependent children. To prevent crises from <br />occurring. To prevent hunger and homelessness in Northwest <br />Hennepin and Anoka Counties. <br />b. CDBG funds will be used for new a self-sufficiency <br />service: a special needs fund available for work- <br />related licenses, clothing or other items unavailable <br />to families through other means or programs. <br />c. In 1993, CEAP served 358 individuals from the City of <br />Lino Lakes. 1994 statistics for January - September <br />indicates that approximately 400 Lino Lakes residents <br />received services from CEAP with annual service <br />statistics expected to exceed 450 people. <br />d. Impact of services: <br />CEAP provides special needs assistance to over 50 <br />families each year, with an average of $50 per family. <br />Special needs requests outnumber dollars available. <br />CDBG funds will enable CEAP to serve an additional <br />10 families, or 30 individuals. CDBG dollars will also <br />free up operating dollars, which now cover special <br />needs costs. <br />e. Other benefits: <br />Low income families who are "working but poor" in Lino <br />Lakes will be better equipped to take care of their <br />families economically. The community as a whole will <br />be better off due to decreased reliance on emergency <br />services and the detrimental side effects of <br />unemployment, poverty, poor nutrition and health. <br />6. Client population: <br />a. CEAP fills the void for families not eligible for other <br />financial assistance. In addition serves those with <br />special needs. <br />b. 100 percent of the clients receiving assistance are <br />"low income" by HUD guidelines. <br />c. Individual (family) assessments are done during the <br />intake process, in which income and other factors are <br />examined. <br />
