COUNCIL MEETING JANUARY 23, 1995 <br />Mr. Frerichs noted that he does live in Lino Lakes and his <br />children attend the Lino Lakes Elementary School. They have <br />taken him to the Lino Lakes Elementary School for show and tell <br />to talk about his experiences, with the classes. However, he felt <br />that a structured curriculum would improve the message to the <br />children. <br />Mayor Reinert thanked NSCAH for their presentation. <br />Forest Lake Youth Service Bureau (YSB), (Request $2,000.00) - Mr. <br />Steve Onell, Chair of the Board of Directors presented a full <br />packet of information for the City Council to review. He briefly <br />reviewed the packet information. <br />Mr. Onell explained that in 1994, the YSB provided 1000 hours of <br />direct service to approximately 300 youth and their families that <br />live in the Lino Lakes area. The services included counseling, <br />services, intervention services, services at the school, services <br />through the violence prevention grant that the YSB receives <br />through the Forest Lake School District, programs offered in the <br />schools such as Dream Esteem and Be a Buddy. <br />The cost of the 1000 hours of service cost approximately <br />$25,000.00. Mr. Onell indicated that the YSB has not had a <br />financial relationship with the City of Lino Lakes for the past <br />several years. He felt that this was unusual since all of the <br />other cities and townships within the Forest Lake Schools have a <br />financial relationship. Mr. Onell emphasized that these are not <br />volunteer services such as provided by Boy Scouts and other such <br />units. If a person or family needs the service of the YSB, they <br />can come and obtain the service at a cost based upon their <br />financial situation. The YSB services are supported by the Youth <br />Intervention and Prevention Program and funding through the <br />Counties and other funding sources come from cities and <br />townships. <br />Mr. Onell noted that the legislation and funding that provide for <br />the youth service bureaus comes from the State to the youth <br />intervention and prevention programs. These programs are <br />community based and are proven and effective in addressing <br />problems of youth today. The YSB is a community based program, <br />funding and services stay within the community and most of the <br />dollars go to direct service for youth and not a fancy building <br />or high administration costs. <br />Several years ago it was determined that the YSB was outgrowing <br />its space. Rather than purchasing a larger building or <br />expanding, the staff was moved out to provide services in the <br />schools and to a building provided by the county or local <br />PAGE 4 <br />
