Staff may be in the office for a short period of <br />time but primarily live out of boxes and the boxes are taken to <br />wherever the program is provided. <br />The community based programs such as the YSB help youth to remain <br />living with their families and not in correctional institutions, <br />foster homes, residential treatment and chemical abuse <br />facilities. The YSB services are not correctional but are <br />preventative and diversionary in nature. Mr. Onell detailed the <br />cost saving of the preventative and diversionary services offered <br />by youth service bureaus as opposed to correctional facilities, <br />foster homes and other such institutions. <br />Mr. Onell explained that since funding for the youth intervention <br />programs is funded in part by the State and all programs such as <br />the YSB must obtain a two (2) to one (1) funding match from local <br />sources. He said that is why the YSB is making the request for <br />CDBG funding. Mr. Onell noted all of the services provided by <br />the YSB and explained that when a child needs the service of the <br />YSB, that child is not denied service because the local <br />municipality did not provide funding. Services will continued to <br />be provided for all youth and their families and the YSB will <br />continue to seek a funding partnership with the City of Lino <br />Lakes. <br />Mr. Onell invited the City Council to the YSB annual meeting on <br />February 16, 1995 and to their building in Forest Lake. <br />The YSB director Barb Swanson was present to answer further <br />question. There were no questions and Mayor Reinert thanked Mr. <br />Onell for his presentation. <br />Rise, Inc. (Requesting $1,000.00) - Mr. John Barrett explained <br />that Rise, Inc. is the only rehabilitation company operating in <br />Anoka County. Rise, Inc. serves severely disabled persons. The <br />goal of Rise, Inc. is to move these persons into a job situation. <br />Transportation is provided for the majority of people in training <br />or who are employed. Transportation is provided for <br />approximately 250 persons on a daily basis. Many disabled <br />persons are transported by Metro Mobility, Anoka Traveler and car <br />pools. However, these services do not cover all of Anoka County. <br />Rise, Inc. is specifically requesting $1,000.00 from the Lino <br />Lakes CDBG to help match a grant that has been provided through <br />the Minnesota Department of Transportation. The grant was <br />approved for the purchase of two (2) vehicles at a cost of <br />$84,000.00. Rise, Inc. must secure $16,800.00 in matching funds. <br />Mr. Barrett thanked the City Council for their previous support <br />PAGE 5 <br />
