ICE AND SNOW POLICY <br />Page 3 <br />Parking restrictions <br />Snow plowing and ice control operations can cause property damage <br />even under the best of circumstances and carefulness on the part of <br />the operators. The major types of damage are to improvements in <br />the right-of-way and landscape damage. It is appropriate to <br />specify when this damage shall be the responsibility of the City <br />and when it shall be the responsibility of the resident. <br />Improvements in the right-of-way (boulevards) include mail boxes, <br />planter boxes, light fixtures, decorative landscaping, and <br />irrigation systems. These items have been placed on the City's <br />property, in most instances, without notification or permission of <br />the City. Mail boxes and similar objects are quite often obvious <br />and easy to avoid. Low structures, decorative landscaping and <br />irrigation systems are impossible to be aware of after a storm; <br />therefore the City cannot accept responsibility for its damage. <br />Mail boxes, lights, etc. should be constructed sturdy enough to <br />withstand snow rolling off a plow or wing. Therefore; mail box <br />damage resulting from snow is the responsibility of the resident. <br />The City may accept responsibility for damage if a mail box is <br />physically struck by a plow and if the mail box post is considered <br />to be of proper construction, regulation height, proper distance <br />from the curb line and in good repair. <br />The City will repair, replace or reimburse the resident in those <br />instances where the City is liable. The City will have the choice <br />of whether to repair or replace, and will only reimburse the cost <br />of materials where it is in the City's best interest. Lawn damage <br />will be assessed by the City in the spring. The City will cutout <br />damaged sod (caused by plow damage), add to top soil where needed <br />and replace sod on sod established lawns. Other areas will be <br />seeded with grass seed. Residents will have the responsibility to <br />water when repairs are completed. The City will not be responsible <br />to replace any sod or seed if it does not grow after replacement. <br />
