Lake Road access must be approved by Anoka County Highway <br />Department. The required setback from an arterial or collector <br />roadway is 50', however, the parking area may be located 15' from <br />the property line. The building must, therefore, be set back <br />another 10' from Cedar Street. <br />BUILDING EXTERIOR: The building construction will be concrete <br />panels. The window areas will be designed with spandrel glass and <br />accents as will the two entry points to the building. <br />BUILDING HEIGHT: The office area will be two story with <br />approximately 5,504 square feet on the 2nd floor. It will be 24' <br />in height. The maximum height allowed in the Light Industrial <br />Zoning District is 45'. <br />GREEN AREA: A minimum green area of 10% is required by the Zoning <br />Ordinance, this will be met with the proposed site plan and future <br />expansion area. <br />OFF-STREET PARKING: 112 parking stalls will be provided and include <br />4 handicapped spaces. According to ADA requirements, the number of <br />handicapped spaces must be increased to 5 handicapped and 1 van <br />accessible for 112 total spaces. The proposed construction <br />requires 95 spaces according to the City's parking requirements, <br />assuming 75 employees and 40,000 square feet of leased space. <br />Additional parking for future expansion is also indicated on the <br />plan. <br />CIRCULATION AND ACCESS: Access to the site is provided from Cedar <br />Street and Otter Lake Road. Again, Anoka County Highway Department <br />is reviewing the plan and should be able to provide input prior to <br />the P & Z meeting. Staff would recommend the access on Otter Lake <br />Road for truck traffic to serve the building until reconstruction <br />of Cedar Street is complete. <br />LANDSCAPING: A landscaping plan has been submitted and provides a <br />berm with plantings on the Cedar Street side of the site. This <br />berm must provide a 50% effect screen from the residential property <br />to the South. The City Forester has reviewed the plan and <br />recommended approval. <br />LIGHTING: e -• ig • • - no su•mi ted. We would <br />recommend that a plan be provided and reviewed by our Community <br />Service Officer to insure compliance with CEPTED recommendations. <br />LOADING AND TRASH HANDLING: The trash handling area is proposed to <br />be located inside the loading dock area and include a cardboard <br />baler. <br />SIGNS: All signage must conform to the City Sign Ordinance. <br />UTILITIES, DRAINAGE AND GRADING: Plans for utilities, drainage and <br />site grading will be subject to review and approval by the City <br />Engineer. Utilities will be available to serve this site. The <br />RCWD must also review and approve drainage, ponding and grading <br />plans. <br />HAZARDOUS MATERIALS: No hazardous materials are used on site <br />ROOF TOP HEATING/VENTILATING UNITS: These units shall be properly <br />
